Constructing a full chain mechanism and making good use of disciplinary inspection and supervision suggestions

The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to strengthen the analysis of similar cases, identify common and deep-seated problems, make good use of disciplinary inspection and supervision suggestions, promote deepening reforms, plug loopholes, and standardize the exercise of power. The Discipline Inspection and Supervision Commission of Nanjiang County, Sichuan Province, will further standardize the use of disciplinary inspection and supervision suggestions as a key lever to deepen supervision and promote governance. It will focus on issues such as weak targeting and inadequate rectification, and through the construction of a full chain work mechanism of "formulation, rectification, and effectiveness", promote the formation of a proposal, solve a type of problem, improve a batch of systems, and promote regional governance. Unified standards are used to ensure accurate recommendations through textual specifications. Carefully refine the format, content, and logic of the proposal, provide practical suggestions, and demonstrate rigor and seriousness. One is to clarify the template elements. Make and issue reminding suggestions for emerging problems, rectification suggestions for specific problems, and improvement suggestions for system loopholes. Based on the basic framework of problem description, cause analysis, rectification suggestions and requirements and other key elements, unify the template to ensure that the elements of each proposal are complete and logical, and put an end to the problem of "random issuance and general proposal". The second is to focus on analysis, judgment, and early communication. Combined with business training, strengthen the ability to analyze individual cases and similar cases in response to the problems exposed in the case, and thoroughly identify weak points in institutional mechanisms, risks in power operation, and gaps in regulatory responsibilities. Pay attention to early communication, supervise the unit involved in the case to search for it on its own, consult with functional departments to propose, and then analyze and determine the "source of the disease" and dissect the "pathology". Summarize and analyze the gains and losses in expressing issues, analyzing reasons, and proposing suggestions in the issued proposal, in order to improve the accuracy of pulse diagnosis. The third is to strictly control the quality through step-by-step review. From the aspects of approval procedures, supervision and management, feedback and follow-up, specific measures will be sorted out. The responsible department will analyze the root causes of "human" responsibilities, loopholes in "matters", and deficiencies in "systems". The leaders in charge of the county discipline inspection commission and supervision commission will review the pertinence and feasibility. The standing committee of the county discipline inspection commission will ultimately check the content. The three-level review mechanism ensures that the suggestions are targeted accurately and have sufficient basis. Targeting power and promoting source governance with systematic thinking. Persist in making rectification a key link in plugging loopholes and improving governance, and promote the extension of problem rectification from "solving one thing" to "regulating a certain type of thing". One is to solidify the responsibility for rectification. The proposal shall be delivered to the party organization of the proposed unit, clearly requiring the main person in charge to fulfill the responsibilities of the first person in charge, conduct special research, formulate rectification plans, and list three lists of problems, tasks, and responsibilities, specifying time limits and specific measures. For issues related to industry and systemic issues, promote the leadership of the competent department and coordinated rectification from top to bottom. For example, in response to the issue of delayed subsidies for farmers in a village's land increase and decrease linkage project, the county discipline inspection and supervision commission has issued proposals to the competent unit and the township where it is located, urging them to jointly discuss and solve the problem. The second is to deepen self analysis. Urge the suggested units to hold special democratic life meetings or organizational life meetings, and conduct analysis from the ideological roots, "dual responsibilities of one position", institutional mechanisms, and other aspects. For example, urging members of the county housing management bureau team to deeply reflect on the inadequate supervision of special maintenance funds for residential properties, and forming a rectification strategy of "classification and sorting, dynamic supervision, and responsibility investigation". Thirdly, establish a long-term mechanism. The responsible department shall establish a ledger, manage account cancellation, communicate in a timely manner with new situations and problems that arise during the implementation of rectification opinions, adjust and optimize measures, and promote targeted solutions. By establishing and improving institutional mechanisms, the department shall address both the symptoms and root causes, and prevent the recurrence of problems from the source. Track and improve governance efficiency through closed-loop management. By implementing regular supervision and strict accountability, we can prevent rectification from going through the motions. One is to follow up and supervise the entire process. Establish an effectiveness mechanism according to the nodes, led by the case supervision and management office, in conjunction with relevant disciplinary inspection and supervision offices to monitor the progress of rectification, conduct on-site inspections of whether the proposed units have truly rectified and whether the systems are truly perfect, and urge immediate rectification of any problems found to avoid "false rectification". The second is to strengthen accountability through interviews. For those whose rectification is not timely, measures are not specific, and results are not obvious, the main person in charge of the responsible unit shall be summoned and the rectification time limit shall be set. For those who passively respond, perfunctory take responsibility, and fail to rectify after supervision, they shall be held accountable in accordance with regulations and discipline. The third is to amplify the governance effect. Incorporate the implementation of rectification into the assessment of the responsibility system for Party conduct and clean governance construction in the recommended units, and promote the linkage between rectification effectiveness and evaluation, as well as the appointment of cadres. Timely extract replicable and promotable work methods for typical experiences and common problems, and transform them into effective measures to promote industry governance and grassroots governance.
