The Fourth Session of the 14th National People's Congress concluded on the afternoon of the 12th at the Great Hall of the People in Beijing after successfully completing its agenda. The conference approved the government work report, the outline of the 15th Five Year Plan, and the work report of the Standing Committee of the National People's Congress.  
The closing ceremony was presided over by Zhao Leji, Executive Chairman and Executive Chairman of the Presidium of the conference. Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Luo Sangjiang Village, Xue Kelaiti Zaker, and Liu Qi, the Executive Chairmen of the Presidium, took their seats at the podium.
The meeting should have 2878 representatives in attendance, 2762 in attendance, and 116 absent. The number of attendees meets the statutory requirement.
At 3 pm, Zhao Leji announced the start of the meeting.
The meeting passed the resolution of the Fourth Session of the 14th National People's Congress on the government work report through a vote. The resolution points out that the meeting highly praises the significant achievements in China's economic and social development during the 14th Five Year Plan period, fully recognizes the work of the State Council in the past year, agrees with the main goals, major tasks, and 2026 work deployment proposed in the report for the 15th Five Year Plan period, and decides to approve this report.
The meeting voted to pass the resolution on the outline of the 15th Five Year Plan for National Economic and Social Development. The resolution states that the meeting agrees to the review report of the Finance and Economic Committee of the National People's Congress and decides to approve this planning outline.  
The meeting passed the Ecological Environment Code, the National Unity and Progress Promotion Law, and the National Development Planning Law through voting. The Ecological Environment Code will come into effect on August 15, 2026, the National Unity and Progress Promotion Law will come into effect on July 1, 2026, and the National Development Planning Law will come into effect on the date of its promulgation.
The meeting voted to pass the resolution of the Fourth Session of the 14th National People's Congress on the implementation of the 2025 National Economic and Social Development Plan and the 2026 National Economic and Social Development Plan, and decided to approve the report on the implementation of the 2025 National Economic and Social Development Plan and the draft 2026 National Economic and Social Development Plan, and approve the 2026 National Economic and Social Development Plan; The resolution of the Fourth Session of the 14th National People's Congress on the implementation of the central and local budgets for 2025 and 2026 has been passed, and it has been decided to approve the report on the implementation of the central and local budgets for 2025 and the draft central and local budgets for 2026, and to approve the central budget for 2026.
The meeting voted to pass the resolution of the Fourth Session of the 14th National People's Congress on the work report of the Standing Committee of the National People's Congress. The resolution points out that the meeting fully affirmed the work of the Standing Committee of the National People's Congress over the past year, agreed to the tasks proposed in the report for the next year, and decided to approve the report.
The meeting passed the resolutions of the Fourth Session of the 14th National People's Congress on the work report of the Supreme People's Court and the work report of the Supreme People's Procuratorate through voting, and decided to approve these two reports.
The meeting voted to approve the decision of the Fourth Session of the 14th National People's Congress on approving the report of the Standing Committee of the National People's Congress on the work of legal clean-up and the handling opinions on relevant laws and decisions.
Subsequently, Zhao Leji delivered a speech. He said that the Fourth Session of the 14th National People's Congress successfully completed all the agendas. The conference adheres to promoting democracy, drawing on collective wisdom, strictly following the law in handling affairs, and forming broad consensus. It is a gathering of hearts, efforts, and unity to forge ahead.
Zhao Leji said that the formulation and implementation of the five-year plan is an important experience of the CPC in governing the country and an important political advantage of the socialist system with Chinese characteristics. The period of the 15th Five Year Plan is a crucial period for consolidating the foundation and making comprehensive efforts to achieve socialist modernization. Implementing the outline of the 15th Five Year Plan is of great significance.
Zhao Leji pointed out that we must deeply study and implement the spirit of the 20th National Congress of the Communist Party of China and the various plenary sessions of the 20th Central Committee, conscientiously implement the deployment of the Fourth Plenary Session, deeply understand the strategic positioning of the Party Central Committee during the "15th Five Year Plan" period, accurately grasp the guiding ideology, important principles, target tasks, and policy measures for economic and social development during the "15th Five Year Plan" period, solidly and effectively carry out various tasks in accordance with the deployment and arrangement of this conference, firmly do our own things well, strive to achieve a good start to the "15th Five Year Plan", and step by step turn the grand vision into a beautiful reality.
Zhao Leji said that we must base ourselves on the functions and responsibilities of the National People's Congress, adhere to the organic unity of the Party's leadership, the people being the masters of the country, and the rule of law, practice the whole process of people's democracy, adhere to, improve, and operate the system of people's congresses, effectively leverage the advantages of the country's fundamental political system, conscientiously fulfill the responsibilities entrusted by the Constitution and laws, and provide legal guarantees for achieving the goals and tasks of the 15th Five Year Plan; National People's Congress deputies should faithfully represent the interests and will of the people, fulfill their duties and responsibilities in accordance with the law, closely connect with the masses, and make achievements and contributions in their respective positions.
At 3:40 pm, Zhao Leji announced the closure of the Fourth Session of the 14th National People's Congress of the People's Republic of China. The conference ended with the majestic national anthem.
