Government departments, experts, scholars, and digital business representatives jointly drew up a new blueprint for the development of industrial data value based on topics such as the development path of digital business in the era of artificial intelligence and the activation of data element value. It is reported that WDO is the world's first professional international organization focused on international governance and industrial collaboration of data elements, aiming to "bridge the data gap, unleash the value of data, and prosper the digital economy". As a major province in China's digital economy, Zhejiang is exploring the implementation path of this concept through local practice. In the wave of artificial intelligence development, the demand for high-quality data in the iterative upgrading of large models is unprecedentedly urgent. Lu Chuncong, president of the China Industrial Internet Research Institute, believes that when AI leaps from perceptual intelligence to cognitive intelligence and decision-making intelligence, data is no longer a supporting role, but a key foundation to determine how fast and stable this fast train can run. As a pioneer in the market-oriented reform of data elements, Zhejiang has a first mover advantage in exploring the development of industrial data value; As a major manufacturing province, the demand for promoting new industrialization also calls for the province to accelerate the activation of data potential. In this process, data merchants who are deeply involved in the development of data products and services have become the core force. It is reported that Zhejiang has cultivated a hierarchical "geese formation" consisting of 20 leading enterprises, 115 growing enterprises, and over 500 inbound merchants, covering the full chain service fields of data technology, product development, operation, circulation, and security. However, there are still many obstacles to activating the value of data elements, such as data fragmentation, inconsistent standards, and imperfect circulation mechanisms; The accelerated implementation of artificial intelligence applications has also made the market increasingly urgent for specialized, scenario based, and highly trustworthy data services. Focusing on the bottlenecks, the "roadmap" presented by Zhejiang this time has a clear direction, covering multiple links to unleash the value of data elements. In response to the problem of difficult data processing, Zhejiang has launched a pilot program for high-end data annotation bases and the first batch of high-quality datasets for key industries in the industrial sector, focusing on providing high-quality "raw materials" for the training of artificial intelligence big models; In order to bridge the "last mile" of data circulation in the industrial sector, Zhejiang has also launched the first batch of industrial trustworthy data space innovation and development pilot projects, with the aim of building a trustworthy, secure, and efficient data sharing environment; The collaborative development of digital commerce in the Yangtze River Delta has also been officially launched, which will promote the deep linkage of digital commerce resources, industrial scenarios, and data capabilities within the region. To promote the value of industrial data, we need to both plan ahead and pragmatically advance; We need both government guidance and corporate innovation. ”The relevant person in charge of the Zhejiang Provincial Department of Economy and Information Technology introduced that the next step will be to systematically focus on six dimensions: data management, resource supply, platform aggregation, circulation efficiency, digital commerce capabilities, and security guarantees, to improve the industrial innovation and development ecology driven by data elements, and to help Zhejiang build a highland for artificial intelligence innovation and development.
