On May 16th, the National Artificial Intelligence Application Pilot Base (embodied intelligence) (hereinafter referred to as the "embodied intelligence pilot base") was officially unveiled in Hangzhou High tech Zone (Binjiang). As the only national level application pilot platform in China that focuses on the field of embodied intelligence, the opening of this base will add new impetus to Hangzhou's acceleration of building a embodied intelligent robot industry cluster and a benchmark city for human-machine cooperation, and will also help embodied intelligence develop its true capabilities. Building a collaborative "connector" for the industrial chain is an important link in scientific and technological innovation and achievement transformation, connecting technology research and development to industrial demonstration and mass production promotion. In August 2025, the State Council issued the "Opinions on Deepening the Implementation of the" Artificial Intelligence+"Action", proposing to lay out and construct a number of national artificial intelligence application pilot bases. The outline of the 15th Five Year Plan clearly states the construction of a national pilot base for artificial intelligence applications. Since 2025, a number of national pilot bases for artificial intelligence applications have been launched in the fields of manufacturing, healthcare, transportation, and others. How did the embodied intelligence pilot base land in Hangzhou? In August 2025, the construction of the Hangzhou embodied intelligence application pilot base officially began, becoming the "first move" for the landing of the embodied intelligence pilot base in Hangzhou. In recent years, embodied intelligent robots that have emerged from Hangzhou have always been a focus of attention in the global technology field. At present, the domestic market share of quadruped robots and humanoid robots produced in Hangzhou remains high. The local intelligent robot and other intelligent terminal manufacturing cluster has gathered more than 700 enterprises, and the industrial output value of the cluster will exceed 100 billion yuan by 2025. During the 15th Five Year Plan period, Hangzhou will actively promote the construction of "the first city for innovative development of artificial intelligence in China". The innovative vitality of Hangzhou Pengpai is one of the important conditions for the landing of the embodied intelligence pilot base. ”Wang Yaonan, an academician of the CAE Member, believes that Hangzhou has made a good guidance and layout for the development of embodied intelligent industries. Relying on a solid industrial foundation, the embodied intelligence pilot base is committed to creating a "connector" for industrial chain collaboration. This base innovatively takes mixed ownership enterprises as the main construction body, builds an open cooperation mechanism led by state-owned enterprises, with the participation of industry leaders and application scenario enterprises, effectively integrates various market resources, and introduces multiple high-quality market entities to participate in joint construction. The person in charge of Hangzhou Dashu Yunzhi Technology Co., Ltd. said that the embodied intelligence pilot base provides the most cutting-edge scenarios, venues, and platforms for enterprises, and the two sides cooperate to quickly implement smart restaurant robots and supervision and inspection robots. Next, relying on the base, the company will also implement more valuable embodied intelligent scenarios. As an "all-in-one toolbox", the embodied intelligence pilot base actively builds a public technology service platform to assist business entities in obtaining low-cost, low threshold, and fast iteration domestic innovation resources, promoting embodied intelligence from concept to mature solutions. However, simulation training for embodied intelligence often has a high success rate, but when placed in real physical scenarios, the success rate will significantly decrease, which is the "simulation to reality gap" faced by embodied intelligence. To solve these problems, the embodied intelligence pilot base has created a comprehensive platform that integrates scene experience, technology display, R&D cooperation, and industry empowerment. More than 130 robots have been deployed and over 30 vocational skill training scenarios have been implemented, providing a real, diverse, and reusable testing environment for technology verification. As the earliest co initiator, founding shareholder, and core co builder of the embodied intelligence pilot base, Zhejiang Smart Intelligence Technology Co., Ltd. (hereinafter referred to as "Smart Intelligence") has been deeply involved throughout the conceptual planning stage of the base. Agile hands are widely recognized as an important research direction in the embodied intelligence industry chain. In the future, Agile Intelligence will use a humanoid five finger dexterous hand as a public pilot tool, support scene verification with composite robots, and construct a unified standard dataset with a data acquisition system to assist the base in building a full chain pilot system for dexterous operations, accelerating the development of embodied intelligence technology from the laboratory to industrial applications. Only robots with hands are laborers or participants in the physical world. ”Zhou Chen, General Manager of Agile Intelligence, believes that "this is not about pursuing ultimate anthropomorphism in terms of parameters, but about returning to the essence of 'usefulness'. We will deeply integrate hardware, data, and models to transform intangible intelligence into precise and controllable operating power in real industrial scenarios." Building the underlying logic of application implementation "incubators" and pilot tests is not simply about collecting data or verifying technical feasibility, but about building in advance - allowing technology and scene parties to release their needs, verify each other's capabilities, and gradually establish trust in real environments. ”Xu Chunshan believes that only through this gradual process can the supply and demand sides move from exploration to coupling, truly building a bridge between technology and application. In order to build and make good use of the national level platform, the embodied intelligence pilot base has established three committees: academic, industrial, and technical. The first batch of 15 experts have been hired to provide regular high-end intellectual support for the base construction. Among them, Xu Chunshan was appointed as the Joint Chief Technology Officer and Chairman of the Technical Committee of the pilot base, who will comprehensively coordinate the base's technology strategy, standard formulation, and core technology research and development. From chips and operating systems to large models and robot bodies, and then to application scenario development, the base will make every effort to construct a complete and independently controllable industrial ecosystem. ”Xu Chunshan said that as the joint chief technology officer, he will focus on promoting the construction of standards, inspection and testing, and scene elements in the base. Only by sorting out the system of data standards, collection standards, and application standards, coupled with inspection and testing, can the channel from technology to application be truly opened up. Xu Chunshan introduced that the base will focus on areas such as embodied intelligence+new consumption, new logistics, new manufacturing, new engineering, new safety, and new agriculture. It will organize resources from industry, academia, research, and application to carry out joint innovation, strive to create a globally influential supply and demand docking platform and industry co creation stage, and promote the development of the artificial intelligence industry. The embodied intelligence pilot base is a platform jointly built, developed, and shared by all parties.
