The Ministry of Civil Affairs deploys special actions to safeguard the legitimate rights and interests of disadvantaged minors

In order to effectively safeguard the legitimate rights and interests of disadvantaged minors, the Ministry of Civil Affairs recently issued a notice, deciding to launch a special action nationwide to improve the quality and efficiency of juvenile assistance and protection institutions. The notice clearly states that all uninsured institutions in various regions should focus on the newly added modules of "custody and support" and "social care services" in the national child welfare information system, enter the number of minors under temporary guardianship of uninsured institutions, provide crisis intervention, guardianship evaluation and other care service data for disadvantaged minors outside the institution, and complete the centralized update of existing data by the end of October this year, and then switch to regular data dynamic updates. Unreported institutions in various regions should designate a dedicated person to be responsible for this work, ensuring timely, accurate, and complete data entry into the system. The civil affairs departments of provincial people's governments shall clarify the registration and preservation materials, as well as relevant demonstration texts, required for minors admitted and raised by uninsured institutions to enter and leave institutions by the end of 2026. The notice requires that all uninsured institutions in various regions should conscientiously fulfill four statutory responsibilities: first, to take in and raise minors who are temporarily under the guardianship of the civil affairs department in accordance with the law; Secondly, crisis intervention should be carried out for disadvantaged minors outside institutions whose physical and mental health has been violated, suspected of being violated, or facing other dangerous situations discovered by the civil affairs department in their work; Thirdly, conduct guardianship assessments for families of underage individuals in difficult situations outside of institutions who may face guardianship risks; Fourthly, organize annual training sessions for child supervisors and child directors. On this basis, we will innovate and carry out a characteristic service work, that is, based on the actual needs of disadvantaged minors in the local area and combined with our own resource endowment, each uninsured institution should select at least one characteristic service work in guardianship support, publicity and education, mental health care, care services for autistic minors, and social integration support. Encourage places with conditions to create distinctive brands that serve disadvantaged minors in uninsured institutions. The notice also requires that civil affairs departments in various regions conduct training for the heads of uninsured institutions through a combination of online and offline training methods, and achieve full coverage of training for all uninsured institution heads by the end of 2026. Afterwards, civil affairs departments in various regions should establish a regular training mechanism and organize at least one specialized training session per year. For newly appointed heads of uninsured institutions, the local civil affairs department should organize on-the-job training within one month to ensure continuous capacity building and effective responsibility transmission, and to support the work of uninsured institutions with a strong team to improve quality and efficiency.
