Stricter and more detailed institutional arrangements have been made: an insurmountable "hard line" has been drawn for the qualifications and requirements of kindergarten feeding. The regulations stipulate that kindergartens should, in principle, independently operate and centrally manage their canteens. If it is necessary to entrust the contractor, strict selection criteria must be set; If it is really necessary to provide food outside the park, it is necessary to comprehensively evaluate the factors such as food supply capacity, transportation distance, etc., and give priority to the selection of food supply units that implement intelligent management such as "Internet plus", so as to ensure that they do not meet the standards and do not enter the park. Clarify the "passing line" that must be achieved for the quality of kindergarten related professionals. According to regulations, kindergartens are required to further strengthen the quality and professional abilities of relevant practitioners through training and assessment; Organize at least one employee professional ethics and competency training session per semester to enhance their ability to identify, prevent, and respond to food safety risks and hazards; The food safety director, food safety officer, and practitioners shall participate in training for no less than 40 hours per year. If they fail the supervision, spot check, and assessment, they shall be rectified immediately. Only after passing the re assessment can they take up their posts; Encourage various regions to explore and establish a system for the admission of practitioners. Establish an unbreakable 'firewall' to prevent and control food safety risks in kindergartens. The regulations stipulate that kindergarten canteens, contracted operating enterprises, and catering units must implement the work system and mechanism of "daily control, weekly investigation, and monthly scheduling"; Encourage kindergartens to implement the "Internet plus+Bright Kitchen", realize full chain video monitoring, so that risks can not be hidden and problems can not be solved. Develop a 'negative list' that cannot be exceeded for the procurement of food ingredients for kindergartens. The regulations stipulate that kindergarten food suppliers shall not have any food safety accidents or verified food safety public opinion incidents within the past three years; Kindergartens are prohibited from purchasing loose pastries, hamburgers, sandwiches, and other food items from outside the kindergarten; Prohibit the purchase, storage, and use of bulk edible oil and salt. For the processing and delivery of kindergarten meals, clarify the "prescribed actions" that cannot be deviated from. The regulation requires that the interval between cooking and consumption of meals should not exceed 2 hours; Delivery must use dedicated, sealed, and insulated facilities, and specific requirements such as hand washing, disinfection, and wearing masks must be imposed on meal delivery personnel. Set up mandatory items for cleaning and disinfecting catering utensils in kindergartens. It is stipulated that kindergartens must set up independent washrooms or partitioned areas; In principle, physical disinfection methods should be used for tableware, and reusable tableware from centralized disinfection units outside the park should not be used; Encourage kindergartens to set up disinfection rooms (warehouses) and conduct regular testing and verification. For the supervision and law enforcement work of kindergartens, display live "high-voltage lines". The regulation specifies that the market supervision department shall conduct supervision and inspection of kindergarten canteens, contracted operating enterprises, and catering units no less than twice a semester; The illegal behavior of centralized dining in kindergartens shall be punished severely in accordance with the law, and the requirements of punishment to individuals and prohibition of employment shall be strictly implemented.
