Hong Kong's first five-year plan launches public consultation

The Hong Kong Special Administrative Region Government launched a public consultation on the first five-year plan (2026-2030) for the economic and social development of the Hong Kong Special Administrative Region on the 15th.
A spokesperson for the Special Administrative Region government stated that Hong Kong's first five-year plan is a historic step of great significance, providing forward-looking, strategic, and actionable guidance for Hong Kong's development in the next five years. It will lead Hong Kong to actively connect with the national "15th Five Year Plan", promote high-quality development of Hong Kong, and better integrate and serve the overall development of the country.
The spokesperson stated that the five-year plan for Hong Kong will clearly outline the development vision and strategic direction for the next five years, covering areas such as economy, industry, spatial planning, infrastructure, green transformation, as well as healthcare, education, housing, welfare, and elderly care; We invite all sectors of society and citizens to actively participate in public consultation and express their opinions on Hong Kong's five-year plan.
The public consultation document released on the same day is divided into six parts, including "Accelerating the Construction of the Northern Metropolitan Area and Promoting Spatial Planning in Other Regions", "Economy, Finance and Trade", "Innovative Technology and Industrial Development", "Livelihood and Social Development", "Regional Cooperation Development" and "Coordinated Development of Culture, Sports and Tourism, Green Life and Others".
Xie Xiaohua, Director of the Political System and Mainland Affairs Bureau of the SAR Government, said that Hong Kong's five-year plan would focus on giving play to Hong Kong's unique advantages under the "one country, two systems" policy, consolidate and enhance Hong Kong's position as an international financial, shipping and trade center, accelerate the development of Hong Kong into an international innovation center, and accelerate the construction of the northern metropolis, which would help Hong Kong better integrate into and serve the overall national development situation, promote high-quality development, and enable citizens to better enjoy more development dividends.
It is reported that the public consultation document will be distributed at the 18 district civil affairs consultation centers in Hong Kong from the same day and uploaded to the Hong Kong Five Year Plan special website simultaneously. The public can submit their opinions on the dedicated website or via email. The public consultation will last for two months from the day of the consultation until August 14th. The SAR government will hold multiple consultation sessions to listen to the opinions and suggestions of SAR Legislative Council members, representatives from different sectors, and the public on Hong Kong's five-year plan. The SAR government strives to publish the official document of Hong Kong's five-year plan within the third quarter of this year.
