Recently, the Beijing Internet Court held a press conference to release the "White Paper on Judicial Protection of Minors Online (201-2026)", report 12 typical cases, and launch the "Guide to Online Literacy for Minors". As the first court in the country to establish an Juvenile Court, over the past five years, the court has taken the "Shouhu Weilai" (Protecting the Future) brand as a guiding force and delivered a substantial card in protecting the online rights and interests of minors. At the press conference, Jiang Ying, President of the Beijing Internet Court, stated that from May 2021 to 2026, the court handled a total of 2,581 online dispute cases involving minors, with the annual number of cases increasing from 50 to997, a nearly 20-fold increase. Among them, online service contract disputes such as game top-ups and live streaming tips accounted for 86.%, with the highest individual case amount reaching over 6.5 million yuan; online tort liability disputes such as cyberbullying and personal information leakage accounted for 10.7%. cases reflect that the types of disputes are extending to new business formats such as blind box consumption and voice-chatting for friendship, some online products' induced consumption urgently needs to be, and the boundaries of responsibilities for multiple parties such as online platforms and streamers are blurred, increasing the difficulty for minors to protect their rights. Facing the above problems, Beijing Internet Court actively explored judicial response paths. The court applied the "demonstration litigation mediation" model, clarified adjudication standards through typical cases, and guided platforms to resolve over ,000 disputes on their own. It established a "two-way feedback" mechanism, issuing "Family Education Responsibility Notification Letters" to negligent guardians and sending judicial suggestions to to promote prevention at the source. At the same time, the court built the city's first "Youth Online Literacy Education Practice Base", set up an online family education guidance platform and worked in conjunction with units such as the Cyberspace Administration and the Women's Federation to form a joint protection force.
At the press conference, Yan Jun, president of the Third Comprehensive Trial Division (Juvenile Court) of the court, reported 12 typical, clarifying that internet users bear a higher duty of care when evaluating minors, platforms should actively monitor and handle information that infringes on the personality rights of minors, and clarifying the rules determining liability in cases such as large-scale consumption caused by the platform's failure to implement real-name authentication and the negligence of guardians.
Subsequently, Jing Wenjie, president of the Third Comprehensive Trial Division (Juvenile Court) of the court, introduced the "Guide to Internet Literacy for Minors". The guide provides behavioral guidelines for five major scenarios including the use of AI and online social interaction, and specifically reminds: AI may "fabricate" information, and important content needs to be verified; do not disclose privacy to AI AI face-swapping must not be used to mock others, and generated content must be labeled.
