Communiqué of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China

The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China was held in Beijing from January 6 to 8, 2025. Attending the plenary session were 131 members of the Central Commission for Discipline Inspection, and 247 people were present as observers.

Xi Jinping, General Secretary of the Communist Party of China, President of the People's Republic of China, and Chairperson of the Central Military Commission, attended the plenary session and delivered an important speech. Party and state leaders including Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi also attended the meeting.

The plenary session was presided over by the Standing Committee of the Central Commission for Discipline Inspection. The session thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the Party's 20th National Congress and the second and third plenary sessions of the 20th Central Committee. It summarized the discipline inspection and supervision work in 2024, arranged tasks for 2025, and examined and adopted the work report titled "Deeply Promoting the Building of a Clean and Honest Party and the Fight Against Corruption, and Providing a Strong Guarantee for Promoting Chinese Modernization with New Achievements in Comprehensively Strengthening Party Discipline" delivered by Comrade Li Xi on behalf of the Standing Committee of the Central Commission for Discipline Inspection.

The plenary session earnestly studied and deeply understood General Secretary Xi Jinping's important speech. It was unanimously agreed that the speech fully affirmed the new progress and achievements made in comprehensively strengthening Party discipline in the past year. From the strategic height of realizing the Party's mission and tasks in the new era and on the new journey, it deeply grasped the basic laws of the fight against corruption with a far-reaching historical perspective, profoundly analyzed the current situation of the fight against corruption, clearly clarified misunderstandings and dispelled ideological confusion, put forward clear requirements for resolutely fighting the tough, protracted, and overall battles against corruption, made strategic arrangements for providing a strong guarantee for promoting Chinese modernization with new achievements in comprehensively strengthening Party discipline, and placed high hopes on the discipline inspection and supervision cadre team. The speech was far-sighted, profound in thought, directly addressed problems, and was thought-provoking, with strong political, ideological, and guiding significance, pointing out the way forward and providing important guidelines for further promoting the comprehensive strengthening of Party discipline, the building of a clean and honest Party, and the fight against corruption. All participants unanimously stated that they would take General Secretary Xi Jinping's important speech as the guide, strengthen their confidence, dare to fight, resolutely shoulder the supervision responsibilities, promote the implementation of the main responsibilities, strengthen political supervision by focusing on major national issues, unswervingly improve Party conduct and enforce Party discipline, deeply promote the fight against corruption with persistent perseverance, promote the integrated efforts to ensure that officials dare not, are unable to, and do not want to corrupt, and focus on eradicating the soil and conditions for corruption. They should always maintain a sense of awe, strengthen the standardization, legalization, and regularization of discipline inspection and supervision work, and truly be loyal, clean, and responsible, and dare to and be good at fighting.

The plenary session pointed out that in 2024, the Party Central Committee with Comrade Xi Jinping at its core adhered to leading the great social revolution with the Party's self-revolution, united and led the whole Party and the people of all ethnic groups in the country to pool their efforts and overcome difficulties, and Chinese modernization took new and solid steps. The Central Commission for Discipline Inspection and the National Commission of Supervision as well as discipline inspection and supervision organs at all levels adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly supported the "Two Establishments" and resolutely ensured the "Two Safeguards", centered around the central tasks of the Party and the country, continuously strengthened political supervision, improved Party conduct, enforced Party discipline, and fought against corruption, promoted the improvement of the system for comprehensively strengthening Party discipline and the improvement of the Party and the country's supervision system, consolidated and expanded the achievements of the theme education and the education and rectification campaign, and promoted new achievements in the high-quality development of discipline inspection and supervision work on the new journey in the new era. The Standing Committee of the Central Commission for Discipline Inspection took studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially General Secretary Xi Jinping's important thought on the Party's self-revolution, as the main theme and main line throughout the year, driving the whole system to deeply study and understand the Party's innovative theories and firmly set the correct direction for discipline inspection and supervision work. It improved the mechanism for making political supervision specific, precise, and regular, planned and implemented political supervision in-depth around the major arrangements of the third plenary session of the 20th Central Committee, and promoted the implementation and effectiveness of the major policies of the Party Central Committee. In the study and education on Party discipline, it strived to be in the "first phalanx", earnestly studied and understood General Secretary Xi Jinping's important expositions on comprehensively strengthening the Party's discipline construction, closely focused on the "Six Disciplines" to study item by item and conduct in-depth discussions, led the whole system to study more deeply, be familiar with and make good use of them, and promoted the whole Party to learn, understand, and abide by Party discipline. It continuously cracked down on hedonism and extravagance, and made heavy efforts to correct formalisms and bureaucratisms, ensuring that the implementation of the spirit of the eight-point decision on improving Party and government conduct was carried out in depth and in a long-term and effective manner. It promoted the fight against corruption in depth, deepened and expanded anti-corruption efforts in key areas such as finance, state-owned enterprises, energy, tobacco, medicine, sports, infrastructure projects, and bidding and tendering, seriously investigated and dealt with the corruption involving collusion between government officials and businesspeople, thoroughly investigated new forms of corruption and hidden corruption, adhered to investigating both the bribers and the bribed, deepened efforts to promote reform and governance based on cases, and effectively eradicated the soil and conditions for corruption. It carried out centralized rectification of improper conduct and corruption problems around the people, took extraordinary measures to punish petty corruption, resolutely safeguarded the interests of the people, and consolidated the Party's ruling foundation. It deepened political inspections, carried out regular inspections on 68 departments and units, for the first time carried out joint inspections in the financial field and upgraded inspections on prefecture-level cities, ensured that inspections and investigations were carried out simultaneously and that problems were rectified immediately, and further demonstrated the comprehensive supervision role of inspections and patrols. It improved the discipline inspection and supervision institutional mechanisms and the system of laws and regulations, cooperated with the Standing Committee of the National People's Congress in the work of amending the Supervision Law, comprehensively promoted the construction of the digital discipline inspection and supervision system, and promoted the better transformation of institutional advantages into the efficiency of improving Party conduct, enforcing Party discipline, and fighting against corruption. While affirming the achievements, it also analyzed the problems existing in discipline inspection and supervision work and the construction of the cadre team in a practical and realistic manner, and required that great attention should be paid to them and they should be effectively solved.

The plenary session emphasized that promoting the building of a powerful country and the great rejuvenation of the Chinese nation in an all-round way through Chinese modernization has put forward new and higher requirements for the fight against corruption. Discipline inspection and supervision organs should effectively unify their thoughts and actions with the accurate judgment of the situation and the scientific arrangements of tasks by the Party Central Committee with Comrade Xi Jinping at its core, deeply understand the historical achievements made in the fight against corruption in the new era, and strengthen their firm belief in winning the tough battle against corruption; deeply understand the still severe and complex situation of the current fight against corruption, and strengthen their firm determination like a rock to win the protracted battle against corruption; deeply understand the policy and strategy of promoting the integrated efforts to ensure that officials dare not, are unable to, and do not want to corrupt, and strengthen their firm resolve to win the overall battle against corruption.

The plenary session proposed that 2025 is the final year for the implementation of the 14th Five-Year Plan. To do a good job in this year's work, it is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the Party's 20th National Congress and the second and third plenary sessions of the 20th Central Committee, deeply study and implement General Secretary Xi Jinping's important thought on Party building and his important thought on the Party's self-revolution, deeply understand the decisive significance of the "Two Establishments", strengthen the "Four Consciousnesses", strengthen the "Four Spheres of Confidence", and ensure the "Two Safeguards". It is necessary to adhere to managing and governing the Party with the spirit of reform and strict standards, promote the implementation of the political responsibility for comprehensively strengthening Party discipline, promote the improvement of the system for comprehensively strengthening Party discipline, promote the improvement of Party conduct, enforce Party discipline, and fight against corruption in depth, and continuously promote the high-quality development of discipline inspection and supervision work on the new journey in the new era, so as to provide a strong guarantee for promoting Chinese modernization with new achievements in comprehensively strengthening Party discipline.

First, strengthen political supervision around the major arrangements of the third plenary session of the 20th Central Committee, and focus on promoting further comprehensive deepening of reforms and ensuring the steady and long-term progress of Chinese modernization. Resolutely safeguard the centralized and unified leadership of the Party Central Committee over the further comprehensive deepening of reforms, closely focus on the overall goal of the reforms and the progress of the "Seven Focuses" and 13 sub-field goals, refine and concretize the supervision content, and promote Party organizations at all levels to focus on reforms and pay close attention to implementation.

Second, consolidate and deepen the achievements of the study and education on Party discipline, and focus on promoting the formation of a good atmosphere for abiding by regulations and discipline and forging ahead with work. Consolidate and deepen in terms of solidifying the study and education on Party discipline, highlighting key contents and key objects, promoting innovation in the methods of discipline education, and guiding Party members and cadres to internalize discipline in their hearts and externalize it in their actions. Consolidate and deepen in terms of strictly implementing discipline, investigate and deal with discipline violation problems as soon as they are discovered, and effectively maintain the rigidity and seriousness of discipline. Consolidate and deepen in terms of accurately applying the "Four Forms", implement the principle of learning from mistakes to prevent recurrence and curing the sickness to save the patient, and play the role of setting up multiple lines of defense.

Third, improve the mechanism for simultaneously investigating and treating improper conduct and corruption problems, and focus on promoting the integrated deepening of improving Party conduct and fighting against corruption. Punish the intertwined problems of improper conduct and corruption through "simultaneous investigation", persevere in implementing the spirit of the eight-point decision on improving Party and government conduct, resolutely correct the "Four Forms of Decadence" to the end, focus on problems such as violating discipline despite repeated warnings, hidden and variant forms, seriously affecting market order, and increasing the burden on the grassroots, strengthen supervision, and deepen governance. Punish corruption without a moment's pause, thoroughly investigate corruption cases involving the intertwining of political and economic issues, focus on systematically rectifying key areas such as finance, state-owned enterprises, energy, fire protection, tobacco, medicine, colleges and universities, sports, development zones, engineering construction, and bidding and tendering, focus on solving the difficulties in discovering, obtaining evidence, and determining the nature of new forms of corruption and hidden corruption, seriously investigate and deal with problems of causing major losses to state-owned assets due to abuse of power, dereliction of duty, and illegal decision-making, resolutely investigate and deal with those bribers who always try to drag cadres into the mire and endanger one area, and strengthen the governance of cross-border corruption. Eradicate the common roots of improper conduct and corruption through "simultaneous treatment", strengthen timely early warning and supervision of situations such as the illegal business operations of the spouses, children, and their spouses of leading cadres, promote the construction of a political ecology analysis and judgment mechanism under the unified leadership of the Party committee, with the organization and coordination of the discipline inspection commission and the coordinated cooperation of relevant departments, improve the joint punishment mechanism for key bribers, formulate the Three-Year Action Plan for Building a Clean and Honest Culture in the New Era (2025-2027), and tell good stories about China's anti-corruption efforts. Block the evolution of improper conduct and corruption through the integration of "investigation" and "treatment", formulate opinions on promoting the simultaneous investigation and treatment of improper conduct and corruption problems, and empower the improvement of Party conduct and the fight against corruption with big data and information technology.

Fourth, continuously deepen the rectification of improper conduct and corruption problems around the people, and focus on promoting the better and fairer sharing of the fruits of reform and development among the broad masses of the people. Continuously make efforts to punish petty corruption, focus on the key and weak links below the county level and continue to work on it. Deepen the governance of prominent problems in aspects such as "school meals", rural collective management of "Three Capitals" (funds, assets, and resources), supervision of the use of rural revitalization funds, management of medical insurance funds, and elderly care services, and solidly promote the special campaign to rectify corruption chaos in the funeral industry. Guide all localities to choose the pain points and difficulties in people's livelihood and carry out rectification according to local conditions so that the people can feel and experience the results.

Fifth, adhere to the positioning of political inspections, and focus on promoting inspections to discover problems more accurately and solve them effectively. Solidify political inspections, deeply look for the main contradictions affecting high-quality development and major deviations in the implementation of reform arrangements. Scientifically coordinate regular inspections, special inspections, mobile inspections, and "follow-up inspections", and flexibly carry out upgraded inspections. Establish and improve the mechanism for the integration and coordination of internal inspections of central units and discipline inspection and supervision supervision, and deeply promote the work of patrolling villages. Further strengthen the main responsibility for rectification, improve the supervision mechanism for rectification, and enhance the pertinence and effectiveness of rectification.

Sixth, deepen the implementation of the tasks of the discipline inspection and supervision institutional reform, and focus on promoting the improvement of the system and norms for the Party's self-revolution. Seventh, strengthen the political responsibility for comprehensively strengthening Party discipline, and focus on promoting the consistent implementation of the strict tone. Grasp the key points with the "Two Responsibilities", promote the main responsibility of Party committees (party groups), the supervision responsibility of functional departments, and the supervision responsibility of discipline inspection commissions (disciplinary inspection groups) to work in the same direction, and improve the pattern of responsibility for managing and governing the Party in which each party assumes its own responsibilities and is unified and coordinated. Strengthen capacity building, have a sense of awe for responsibilities and missions, firmly establish and practice a correct view of political achievements, adhere to the lifeline of seeking truth from facts, strictly comply with regulations, discipline, and laws, correctly grasp policies and strategies, accurately determine the nature of discipline violations and law enforcement, implement the Three-Year Action Plan for Strengthening Organizational Construction, and optimize the mechanism for selecting, cultivating, managing, and using cadres. Strengthen style construction, have a sense of awe for power and the people, carry forward the spirit of struggle, the spirit of responsibility, and the spirit of the rule of law, dare to confront and show the sword on major political principles and issues of right and wrong, and ensure that the power entrusted by the Party and the people is not abused.
