Deepening the integration of industry and education, as well as school enterprise cooperation, is the only way to achieve high-quality development of modern vocational education, and it is also the key and difficult point of deepening the reform of the modern vocational education system. Anhui Province adheres to the direction of serving regional industrial agglomeration and transformation and upgrading, with the cultivation of technical and skilled talents as the link, focusing on cultivating and building a high-quality carrier of vocational colleges and modern industrial colleges, providing a platform for industry enterprises and industrial parks to deeply participate in talent training work, strengthening the introduction of talent, funds, projects, policies and other factor resources, guiding social capital investment through market-oriented operation, comprehensively promoting their self generation and self growth, and comprehensively promoting their connotative and sustainable development. Strengthening functional positioning around industry "construction" to promote precise integration and effective adaptation between industry and education, and enhancing the matching between talent cultivation and industry demand, is the core essence of enhancing the adaptability of vocational education. Anhui Province takes the urgent need for regional industrial development as the driving force, focusing on the development of emerging industries, future industries, and characteristic advantageous industries, strengthening the top-level design of industry education integration, guiding vocational colleges to jointly build high-level industrial colleges with local governments, industrial parks, enterprises, industry organizations, etc., and accelerating the co construction and sharing of technology, talent, information, and resources between enterprises and schools. In 2022, the Education Department of Anhui Province launched the construction plan for vocational colleges' industrial colleges, adding a pilot project for the construction of "industrial colleges" in the provincial quality engineering, guiding and promoting vocational schools in the province to actively connect with regional industrial development needs, and innovatively creating a platform for industry education integration and school enterprise cooperation. In order to better regulate and guide the construction of industrial colleges in vocational colleges, in December 2023, the General Office of the People's Government of Anhui Province issued the "Implementation Plan for Accelerating the Construction of Modern Industrial Colleges in Vocational Colleges", which clearly proposes to take the reform of the school enterprise dual main sports personnel model as the main path, promote vocational colleges to cooperate with chain main enterprises, leading enterprises, and core supporting enterprises in the industrial chain, and accelerate the layout and construction of a number of industrial colleges that integrate talent training, technological innovation, enterprise services, student innovation and entrepreneurship functions. At present, the first batch of 40 vocational colleges including Hongmeng Development and Application Industry College have been approved for construction in the province, achieving full integration with Anhui Province's top ten emerging industries such as new energy vehicles, new generation information technology, and artificial intelligence, as well as full coverage of 16 prefecture level cities in the province. Strengthening school enterprise collaboration and relying on enterprise "construction" to deepen school enterprise cooperation in education, education, employment, and development is a practical path for vocational colleges to accelerate the construction of key educational capabilities and support the development of new quality productivity. Huawei Technologies Co., Ltd. and a group of enterprises with extensive industry influence have deeply participated in the construction of industrial colleges in vocational colleges in Anhui Province. Huawei has joined forces with enterprises within its innovation ecosystem to jointly establish industrial colleges with six vocational colleges in the province, focusing on the development of industrial colleges and the construction of key educational capabilities. It has launched the "Huawei Anhui" 2025 Industry University Cooperation Innovation Project for universities in Anhui Province. Chery, Volkswagen, Changan, NIO and other well-known car companies have joined forces with upstream and downstream enterprises to establish six new energy vehicle industry colleges based on vocational colleges in Hefei, Wuhu and other places, providing strong support for Anhui to build a new energy vehicle industry cluster with international competitiveness. Related enterprises, driven by the construction of industrial colleges, have fully played and highlighted their main role in the construction of vocational college majors (groups), curriculum, internship and training bases, and faculty teams. China Telecom Anhui Branch and Anhui Vocational and Technical College of Posts and Telecommunications jointly established the Anhui Zhanxin Business Training Base, creating 36 key products and 89 training scenarios in seven new fields of cloud, network, data, intelligence, security, quantum, and platform; Chery Automobile supports Wuhu Vocational and Technical College in building a national level teaching resource library for automotive manufacturing and testing technology majors, and hosts a featured course "Modern Automotive Enterprise Production Site Management", which has received unanimous praise from teachers, students, enterprise employees, and social learners. It has successfully passed the acceptance of the Ministry of Education. Strengthening standards to lead school competitions and "building" industrial colleges as a new carrier of vocational education industry education integration, the characteristics of multi-party participation, diverse demands, and diverse practices determine the complexity and difficulty of their construction. Cooperative enterprises must be chain owners, leading enterprises, or core supporting enterprises in the industrial chain, and in principle, they must be productive and service-oriented entities with good credit and good operations. Schools and enterprises must jointly establish the Industrial College Council and formulate a work charter, establish a daily operation management organization, and operate efficiently. Clarify the direction of the "nine common" goals. On the basis of fully soliciting opinions from schools and enterprises, it is explicitly proposed to jointly develop professional talent training programs between schools and enterprises, promote the integration of "course certificate competition", implement the Chinese characteristic apprenticeship system and on-site engineer training, deepen innovation and entrepreneurship education reform, jointly build a high-level "dual teacher" teaching team, jointly develop certification certificates and industry standards, jointly overcome technical and technological difficulties, jointly carry out international exchanges and cooperation, and jointly carry out party building and ideological education as the core content of the construction of industrial colleges. Clarify the operational mechanism of dynamic management. The construction of industrial colleges in provincial-level vocational colleges implements total quantity control, dynamic management, annual evaluation, and expiration assessment, with both entry and exit and survival of the fittest. Anhui Provincial Finance provides start-up funding support for approved projects. There is no pre-set threshold for project selection, and it is encouraged to support vocational colleges to independently design and plan annual construction tasks based on their own characteristics and advantages, in accordance with the construction goals. The project construction period is 3 years, and a dynamic evaluation and exit mechanism will be established annually during the construction period. After the completion of the construction period, a comprehensive evaluation and acceptance will be organized. Strengthening the innovation mechanism of institutional supply and enhancing effective institutional supply, fully paying attention to and safeguarding the reasonable interests and demands of relevant parties, is the key to stimulating the vitality of reform and development of industry education integration carriers such as industrial colleges. Anhui Province adheres to high-level planning and systematic policy implementation, supports and empowers industrial colleges with the necessary human, administrative, and financial rights for reform, and promotes the deepening and implementation of industrial college construction. Strengthen talent support. Include qualified high-level talents introduced by industrial colleges in the support scope of Anhui Province's 4.0 talent policy. Support vocational colleges to optimize the proportion of professional and technical senior positions in industrial colleges through the approval of special positions and other forms, and give industrial colleges the autonomy to hire part-time teachers from enterprises. Support vocational college teachers to work part-time in cooperative enterprises according to procedures, provide practical guidance for student positions, participate in enterprise engineering practices or technical breakthroughs, and receive remuneration according to regulations. The income obtained by the Industrial College through technical services, social training, and other means, after deducting necessary costs, can be extracted as 60% for labor remuneration. The benefits from the transformation of scientific and technological achievements can be reasonably distributed in accordance with relevant policies and regulations. Strengthen project support. Support the construction of effective vocational colleges to apply for technology research and development platforms and projects. Encourage collaborative innovation between schools and enterprises. For a single horizontal project with an actual total amount exceeding 300000 yuan and passing the acceptance, it will be regarded as a provincial key research and development plan project. We will coordinate policies on technological innovation, the construction of a strong manufacturing province, and the development of the private economy, and provide incentives and support for cooperative enterprises. Strengthen policy guarantees. Supported by the joint efforts of the Provincial Department of Education, the Provincial Department of Human Resources and Social Security, and various municipal governments, the Industrial College provides vocational skills training services to the society. Empower the Industrial College with autonomy in evaluating skilled talents, and support them to carry out vocational skill level recognition for graduation year students, cooperative enterprise employees, etc. after undergoing evaluation and filing procedures. Select schools with good foundations from applied science and engineering colleges that have established provincial-level or above industrial colleges, and pilot the independent evaluation of primary and intermediate professional titles for industrial engineers.
