The Central Office and the State Council have issued the Implementation Plan to gradually transform permanent basic farmland into high standard farmland

According to Xinhua News Agency on March 30th, the General Office of the Communist Party of China Central Committee and the General Office of the State Council recently issued the "Implementation Plan for Gradually Building Permanent Basic Farmland into High Standard Farmland" and issued a notice, requiring all regions and departments to conscientiously implement it based on actual conditions. Food security is a strategic issue. The fundamental guarantee of national food security lies in arable land, and building high standard farmland is an important lever. The Implementation Plan proposes to deepen the implementation of the strategy of storing grain in the land and in technology, with the primary task of improving the production capacity of grain and important agricultural products. It aims to improve the construction, acceptance, and management mechanisms of high standard farmland, optimize the construction layout, clarify the construction sequence, increase investment, and achieve equal emphasis on new construction and renovation, quantity and quality, and construction and management. It will truly transform arable land, especially permanent basic farmland, into modern farmland suitable for cultivation, drought and flood protection, high and stable yield, and further consolidate the foundation of food security. The Implementation Plan specifies that by 2030, efforts will be made to build a total of 1.35 billion mu of high standard farmland, renovate and improve 280 million mu, coordinate and implement efficient water-saving irrigation, and increase the area of efficient water-saving irrigation by 80 million mu; By 2035, we will strive to build all permanent basic farmland that meets the conditions into high standard farmland, with a total renovation and improvement of 455 million mu, and an additional 130 million mu of high-efficiency water-saving irrigation area. The Implementation Plan proposes to promote the construction of high standard farmland according to local conditions, coordinate the comprehensive management of fields, soil, water, roads, forests, electricity, technology, and management, and focus on the construction of farmland. Priority will be given to the construction of new projects, including land consolidation, field irrigation and drainage systems, field roads, and supporting power facilities. Efforts will be made to improve the ability of farmland to retain water, soil, and fertilizer, resist droughts and floods, and facilitate mechanized farming; The renovation and upgrading project follows the principle of filling in the gaps and deficiencies in field facilities. The Implementation Plan specifies that all regions should strengthen the reserve of high standard farmland construction projects and solidly carry out the preliminary work of the projects. Adhere to the combination of declaration and issuance, scientifically and reasonably determine and uniformly decompose the annual target tasks. Standardize project construction procedures, improve project approval efficiency, and avoid duplicate and multiple approvals. Strictly implement the project legal person responsibility system, bidding and tendering system, engineering supervision system, contract management system, and project publicity system. Implement the local responsibility for engineering quality management, strictly control the various links such as site selection, project approval, bidding, building materials, and construction, and seriously investigate and punish quality problems such as cutting corners and materials, engineering fraud, and illegal and irregular behaviors in bidding and tendering. Strictly enforce the qualification requirements for agricultural construction related units, and restrict the participation of units and individuals with records of illegal, irregular, and dishonest behavior. Regarding capital investment, the Implementation Plan specifies the establishment of a diversified investment mechanism for the construction, operation, and maintenance of high standard farmland. The central and local governments jointly provide financial support for the construction of high standard farmland, while provincial governments bear the main responsibility for local investment. Allow the arrangement of local government bonds to support the construction of high standard farmland that meets the conditions. Give full play to the role of government investment guidance and leverage, explore orderly guidance of financial, social investment, and new agricultural management entities through loan interest subsidies and other means, without adding implicit local government debt. Encourage financial institutions to strengthen credit funds to support farmland construction under the premise of legal compliance and controllable risks. Give full play to the guiding role of local fiscal funds and raise operational and maintenance funds through multiple channels. In terms of fund supervision, the Implementation Plan proposes that all regions should strictly decompose and issue high standard farmland construction funds according to budget management, financial treasury management and other institutional regulations, reasonably allocate funds, pay according to contract agreements and project construction progress, and improve the efficiency of fund utilization. Strengthen daily supervision, early warning monitoring, and special verification of funds. Promptly remind and correct problems such as delayed budget issuance and failure to pay according to project construction progress, and resolutely prevent problems such as using allocation for payment, embezzlement, and misappropriation. Each province (autonomous region, municipality directly under the central government) can set up a special sub account for high standard farmland construction funds under the national treasury single account of the county-level finance department or township, to achieve special account supervision, special account allocation, and special account settlement, and truly use the funds on arable land.
