Recently, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Measures for Safety Production Assessment and Inspection" (hereinafter referred to as the "Measures"), further improving the mechanism of safety production assessment and inspection, and standardizing the work of safety production assessment and inspection. The Measures stipulate that in order to strictly implement the safety production responsibility system, the Party Central Committee and the State Council shall conduct safety production assessment and inspections on the party committees and people's governments of provinces, autonomous regions, and municipalities directly under the central government, the party committees and governments of Xinjiang Production and Construction Corps (hereinafter referred to as provincial-level party committees and governments), and member units of the State Council Work Safety Committee (hereinafter referred to as the State Council Work Safety Committee). The Measures stipulate that the assessment and inspection of safety production shall adhere to the leadership of the Party, adhere to the principles of law and regulations, seeking truth from facts, objectivity and fairness, and focus on practical results. They shall promote local Party committees, governments, and members of the State Council Safety Committee to implement the responsibilities of "Party and government joint responsibility, dual responsibility for one position, joint management, and accountability for dereliction of duty" and "safety must be managed in industries, businesses, and production and operation". They shall urge production and operation units to implement their main responsibility for safety production, promote the transformation of safety production governance mode to pre prevention, and effectively prevent and curb production safety accidents. The Measures stipulate that safety production assessment and inspection shall be organized and coordinated by the State Council Work Safety Committee, and the Office of the State Council Work Safety Committee shall be responsible for implementing and undertaking daily work. According to the annual safety production assessment and inspection arrangement, a central safety production assessment and inspection team shall be established to carry out relevant work. Focus on verifying the overall development and safety, implementation of safety production responsibilities, progress of key work, investigation and rectification of risks and hidden dangers, strengthening of legal governance, publicity, education and training, basic support, and accident investigation and handling in various regions and relevant departments. Assessment and inspection are mainly carried out through methods such as discussion and inquiry, acceptance of letters and reports, open and covert investigations, retrieval of key materials, interviews and consultations, and expert guidance services. The safety production assessment and inspection conducted by provincial party committees and governments can be extended to include spot checks and inspections of municipal party committees and governments. The Measures emphasize that safety production assessment and inspection should strictly adhere to political discipline and rules, and strictly implement the decisions and requirements of the Party Central Committee on rectifying formalism to reduce the burden on grassroots. Provincial party committees and governments should, depending on the severity of the situation, list typical cases of safety production assessment, inspection and feedback, as well as major accident hazards for supervision, legal investigation, accountability, public exposure, and urge the implementation of problem and hazard rectification. Member units of the State Council Safety Committee should study and formulate policies and measures to improve and strengthen safety production work. The Office of the State Council Work Safety Committee supervises the implementation of assessment, inspection, and rectification, and, in conjunction with relevant member units of the State Council Work Safety Committee, conducts spot checks and verifications on provincial party committees and government organizations.
