With the principle of innovation driven, market-oriented, integrated development, systematic promotion, and quality first, we will expand the service body, optimize the development ecology, improve service capabilities, achieve scale growth and quality efficiency improvement, accelerate the transformation and industrialization of scientific and technological achievements, and effectively support the integrated development of scientific and technological innovation and industrial innovation. The Implementation Opinions propose to promote the comprehensive development of the science and technology service industry, focusing on key areas such as research and development, technology transfer and transformation, enterprise incubation, technology promotion, inspection, testing and certification, information technology, engineering technology, science and technology finance, intellectual property, science and technology consulting, and other science and technology services, and making comprehensive arrangements to clarify development tasks. We need to accelerate transformation and upgrading, strengthen innovation in scientific and technological services, deepen the integration and application of new generation information technology, promote the application of advanced green technologies, promote deep integration with the three industries, and promote the high-end, intelligent, green, and integrated development of the scientific and technological service industry. The Implementation Opinions specify the need to optimize the development ecology of the technology service industry. One is to cultivate and strengthen service entities, and guide the professional, market-oriented, and platform based development of technology service institutions. The second is to develop an integrated technology market, optimize the policy environment of the technology market, establish a national unified technology trading service platform, and accelerate the market-oriented allocation of technology factors. The third is to promote continuous improvement of quality, guide technology service institutions to firmly establish the awareness of quality first, promote the application of advanced quality management and methods, and strengthen service quality management. The fourth is to strengthen the support and guidance of standards, enhance the construction of the standard system, accelerate the development of a number of key field standards, strengthen the implementation of standards, and improve the standardization development level of the science and technology service industry. The fifth is to build a professional talent team, strengthen the construction of talent training bases, and improve the introduction, training, use, and incentive mechanisms for technical managers.
