China's security concept fully embodies the purposes and principles of the United Nations Charter. China has always adhered to the concept of cooperation, win-win, openness, and inclusiveness, and worked together with regional countries to maintain peace and stability and promote common development. At the 22nd Shangri La Dialogue held recently, China demonstrated its firm determination to work with all parties in the region to maintain common security and share peace and prosperity, injecting constructive strength into the long-term stability of the Asia Pacific region, and receiving widespread support and high recognition from regional countries. Currently, the world has entered a new period of turbulence and transformation, with multiple crises intertwined and overlapping. The basic norms of international relations are being challenged, and the international system centered around the United Nations is being challenged. The intensification of geopolitical conflicts, the reversal of economic globalization, and the increase of non-traditional security challenges... Faced with the turbulent and intertwined international situation, the call for the international community to solve security difficulties has become stronger, and the need for people of all countries to strengthen communication and cooperation is becoming increasingly urgent. Improving international security governance and solving international security problems cannot be achieved without the guidance of correct concepts. China advocates a common, comprehensive, cooperative, and sustainable security concept, firmly supports the United Nations as the core platform for countries to jointly maintain universal security, promotes the construction of a world of universal security, constructively participates in the political resolution of international and regional hotspot issues, actively participates in global security governance, and promotes security cooperation in emerging fields. China has proposed and promoted the implementation of the Global Security Initiative, continuously consolidating consensus and strength for win-win cooperation. As of the end of 2024, the Global Security Initiative has received support and appreciation from 119 countries and international organizations, and has been included in 123 bilateral and multilateral political documents. The representatives attending this dialogue pointed out that in the context of the accelerated evolution of the world order, the security public goods provided by China, such as the Global Security Initiative, can help promote the international community to respond to challenges with unity and cooperation, enhance mutual trust and cohesion, and improve the global security governance system. The Asia Pacific region holds an important strategic position in the global landscape and is a vital engine for global economic prosperity. Promoting peace, seeking stability, and pursuing development are the common demands of most countries in the Asia Pacific region, and resolving differences and disputes through dialogue and consultation is the main policy orientation of regional countries. For some time now, the real security risk facing the Asia Pacific region has been that some countries continue to stir up trouble and create tension in order to maintain their own hegemony and promote the so-called "Indo Pacific strategy". Regional countries have long been concerned about this. Malaysian Prime Minister Anwar stated during this dialogue that 'the more we act together, the harder it is to be divided by external forces'. This expresses the common aspiration of regional countries to strengthen unity and cooperation, and oppose disruption and destruction. The fact shows that the plot to create regional division and threaten regional security by baselessly hyping up threats from other countries is impossible to succeed. China's development started in the Asia Pacific region, benefited from it, and contributed to it. No matter how the situation changes, China always holds high the banner of a community with a shared future for mankind, practices the three major global initiatives, adheres to the Asian values of peace, cooperation, openness, and inclusiveness as the basic principles, insists on true multilateralism, sincere dialogue and consultation, and promotes the construction of an Asian security model that shares security and danger, seeks common ground while reserving differences, and engages in dialogue and consultation. China has always taken practical actions to promote regional security, properly handle and resolve conflicts and disputes, actively promote the cooling down of hot issues in the region, and work together with all parties to continuously maintain security and stability. As pointed out by Aristo Rizka Dalmawan, an expert in international law at the Law School of the University of Indonesia, China calls for the abandonment of Cold War mentality, power politics, and factional confrontation, and opposes the establishment of its own security on the insecurity of other countries. This will further promote cooperation in Asia to address regional security challenges and promote inclusive development. The human society is once again standing at a crossroads in history, facing crucial choices of peace or war, prosperity or decline, unity or confrontation. China will always stand on the right side of history, on the side of human progress, join hands with all parties to walk the right path of the world, protect peace and tranquility, and inject more certainty and stability into the world with the responsibility of a great power.
