In order to guide enterprises to operate with integrity and compliance, and further promote the healthy development of the pharmaceutical centralized procurement market, the National Medical Insurance Administration recently issued a notice on further improving the pharmaceutical price and procurement credit evaluation system, revising the pharmaceutical price and procurement credit evaluation system. In August 2020, the National Healthcare Security Administration issued the "Guiding Opinions on Establishing a Medical Price and Procurement Credit Evaluation System", which carried out credit rating, grading disposal, credit repair and other work based on the facts of drug sales with gold and collusion cases determined by court judgments or administrative penalties. As of the end of 2024, 735 dishonest enterprises have been assessed, including 7 "particularly serious" dishonest enterprises, 40 "serious" dishonest enterprises, 76 "moderate" dishonest enterprises, and 612 "general" dishonest enterprises. The implementation of this system has played a positive role in curbing commercial bribery, cash sales, and other behaviors in the field of pharmaceutical procurement and sales, and creating a fair, standardized, and clean pharmaceutical procurement environment. On the basis of adhering to the original institutional framework, this revision has made adjustments to the level and basis of evaluation. Firstly, it has added case source information such as audit reports, audit information, and audit transfer processing documents on the basis of the original court judgment cases and relevant law enforcement administrative department punishment decisions. Secondly, the four levels of dishonesty, namely "general", "moderate", "serious", and "particularly serious", have been adjusted to three levels: "dishonesty", "serious dishonesty", and "particularly serious dishonesty", and the evaluation criteria have been strictly adjusted accordingly. The third is to precisely increase the severity of punishment. Enterprises that engage in dishonest behavior, such as bribing staff of medical security departments (including centralized procurement institutions for pharmaceuticals) or colluding with bidders in national organized centralized procurement, shall be dealt with as "particularly serious dishonest". For "particularly serious dishonest" production enterprises, while suspending the online listing and bidding qualifications of all their products in the evaluated provinces, the online listing and bidding qualifications of their involved products in all provinces will also be suspended. The fourth is to improve the relevant procedures. Further improve the corrective measures for dishonest behavior, encourage enterprises to correct it by lowering prices, and no longer retain the method of charitable donations. (New Society)
