The reporter learned from the main event of the 2025 World Ocean Day and National Ocean Promotion Day that the National Marine Comprehensive Test Site (Deep Sea) located in Hainan Province, China was officially launched on the 8th. The launch of this deep-sea research and development experimental base is of great significance for accelerating the development of deep-sea technology and promoting the comprehensive development of China's marine science and technology. The relevant person in charge of the Ministry of Natural Resources introduced that the National Marine Comprehensive Test Site is a comprehensive experimental platform built in specific sea areas for scientific research, technological verification, and industrial development in the marine field. It is an important supporting means to bridge the "last mile" of the transformation of marine scientific and technological achievements, ensure the innovative development of the marine industry, promote the joint construction, sharing and utilization of marine resources, and serve the implementation of the strategic goals of building a maritime power. It relies on typical sea areas, adheres to relevant standards, and upholds the principles of "public welfare, authority, openness, and sharing". It can conduct sea tests, evaluations, and certifications on the environmental adaptability, safety, reliability, compatibility, and other aspects of marine equipment. The National Marine Comprehensive Test Field (Deep Sea) launched this time is an important component of the National Marine Comprehensive Test Field System promoted by the Ministry of Natural Resources, focusing on enhancing the capabilities of "deep sea entry, deep sea exploration, and deep sea development", and building a public service platform for deep sea equipment that integrates "technology research and development, testing and experimentation, achievement transformation, product incubation, and inspection and testing". The other three national marine comprehensive testing sites are located in Shandong, Zhejiang, and Guangdong, each undertaking different marine testing tasks. In June 2022, the Ministry of Natural Resources and the People's Government of Hainan Province signed the "Agreement on Jointly Building the National Marine Comprehensive Test Site (Deep Sea)" and jointly organized the development of the overall construction plan. In 2024, the deep-sea test site was officially launched with the special support of the National Development and Reform Commission's "Marine Disaster Comprehensive Prevention and Control System Construction Project" for additional treasury bond issuance project. It is reported that the offshore fixed test area of the National Marine Comprehensive Test Site (Deep Sea) is located in the northwest of Ganquan Plateau, about 200 kilometers southeast of Sanya, Hainan, with an area of about 400 square kilometers and a water depth of about 1300-1500 meters, possessing typical characteristics of deep-sea hydrological environment. Among them, background field observation equipment such as comprehensive buoys, real-time submersible markers, and bottom observation platforms have been successfully deployed to the fixed test area, achieving real-time dynamic monitoring of marine environmental elements in the test site sea area. The shore based business building of the deep-sea test site was completed and put into use in January 2025, with a construction area of 4927 square meters, providing comprehensive support for the development of test site business such as equipment installation and commissioning, testing plan consultation, and test data management. With the successful completion of the 3-month commercial trial operation and the active promotion of shared voyage tasks, the operational support work of the National Marine Comprehensive Test Site (Deep Sea) is accelerating and entering the track, becoming an important national level offshore test base. The deep-sea testing and experimentation capabilities it possesses will provide reliable support for the construction of the Ministry of Natural Resources' major ocean observation (monitoring) business system, and provide strong support for Hainan Province to create a "deep-sea intelligent manufacturing" characteristic industrial cluster and open up a new track of "field driven production and deep-sea intelligent manufacturing". It will also become an important basis for the Ministry of Natural Resources and Hainan Province to jointly create a "smart ocean" deep-sea technology innovation source, injecting surging momentum into the construction of a maritime power.
