The reality is indeed like this: in many core areas of cities where the "night economy" is active, such as bustling commercial districts, popular scenic spots, food districts, and pedestrian streets, there is a strong demand for night time parking, which is often "hard to find"; At the same time, the parking lots of neighboring government agencies, state-owned enterprises, and public institutions are largely idle during non working hours. Guangzhou plans to revitalize the idle parking resources within the government system and release them to society in an orderly manner through institutional innovation, targeting the pain points of people's livelihoods and striving to accurately alleviate the parking difficulties of citizens. Parking management may seem like a "small matter" in urban operation, but it actually involves multiple interests and is not easy to do well. Its core lies in balancing the guarantee of the main functions of public institutions and maximizing the utilization of public resources. Looking at the new regulations in Guangzhou, their institutional design reflects this balancing wisdom: on the one hand, strict restrictions have been imposed on openness - the time limit is set at "non working hours", and the conditions require "separate management from the office space". The core purpose of these restrictive clauses is to ensure that the main functions, safety order, and work efficiency of public institutions are not disrupted during normal working hours.
