Regarding nomination and acceptance, the newly revised "Implementation Rules" mention that the National Science and Technology Award implements a quota nomination system. Nominating units, qualifications for nominating experts, and quota nomination requirements shall be stipulated in the nomination methods formulated by the Ministry of Science and Technology. Nominating experts should be done within their familiar disciplinary fields. The newly revised "Implementation Rules" also strengthen the responsibility of nominators and refine the circumstances in which candidates cannot be nominated, such as endangering national security, harming social public interests, endangering human health, violating ethical and moral principles, and engaging in scientific research misconduct, which are one of the five situations, they cannot be nominated for the National Science and Technology Award. It is worth noting that the national science and technology award work implements a scientific research integrity review system. The Ministry of Science and Technology has established a database of serious breaches of scientific integrity by nominators, reviewers, experts, and candidates. The Office of National Science and Technology Awards reviews the integrity of individuals and organizations involved in nomination, evaluation, and other activities. Individuals and organizations within the disciplinary period shall have their eligibility to participate in national science and technology award activities revoked according to procedures.
