This standard is the first group standard in China that focuses on the full chain service of non dine in takeout. The current trend of dine in takeout is showing rapid growth, but due to the lack of operator responsibility and relevant standards, some businesses have problems such as uneven service quality and difficulty in ensuring food safety. The "Regulations" released this time have established a full chain supervision system from six major aspects, including entry barriers, venue requirements, processing and production, packaging and distribution, filling the gap in industry standards. Non dine in takeout mainly refers to a catering business model that accepts orders through online platforms, does not have the conditions to provide on-site dining services, and delivers food to consumers' designated locations. The Regulation proposes that takeaway merchants without dine in facilities must possess basic qualifications such as food business license, open kitchen and stove lighting, and establish a digital food safety traceability system. During the processing, the basic principles of separating raw and cooked food, and thoroughly cooking should be followed to standardize the use of food additives. Food safety seals or other forms of sealing should not be able to restore their original state after opening. Strengthen food safety training and management for delivery personnel. During the delivery process, effective protective measures should be taken to ensure that the food is not contaminated. The delivery time should be reasonably controlled to ensure the temperature and quality of the food. The "Regulations" also clarify the responsibilities of online catering service platforms, which need to ensure that the business premises information of merchants is consistent with the address stated in the license, and cooperate with regulatory authorities to achieve three-dimensional supervision of "video surveillance+order data+delivery trajectory".
