In order to guide Internet enterprises to improve their business service compliance awareness and service level, and effectively protect the legitimate rights and interests of users, the Ministry of Industry and Information Technology of the People's Republic of China (MIIT) organized the China Internet Association and the China Information and Communication Research Institute to recently issue the Guidelines for Compliance Management of User Rights Protection of Mobile Internet Application Services, comprehensively sort out the relevant requirements of current laws and policies, guide enterprises to establish and improve their compliance management system, and actively create a healthy and orderly good service environment. Focusing on the common service scenarios of mobile Internet applications, the guide focuses on the user rights protection requirements in six aspects: service provision, personal information protection, algorithm recommendation, service charges, complaint handling, and customer service hotline. For example, in terms of algorithm recommendation, emphasis is placed on publicizing the basic principles, purpose and intention, and main operating mechanisms of algorithm recommendation services in an appropriate manner, providing users with convenient options to close algorithm recommendation services, and preventing problems such as "information cocoons". In terms of service fees, if services are provided through automatic renewal or automatic renewal, user consent must be obtained, prominent reminders must be provided, and convenient cancellation channels must be provided to users during the service period. Unreasonable differentiated pricing practices shall not be implemented. The guide proposes three aspects of user rights protection compliance management mechanisms: improving compliance management organizational mechanisms, perfecting compliance management operational mechanisms, and strengthening compliance management guarantee mechanisms. The relevant person in charge of the Information and Communication Management Bureau of the Ministry of Industry and Information Technology stated that they will guide the industry to enhance compliance awareness, standardize business service behavior, improve compliance systems, continuously improve the level of user rights protection, and enable users to have a greater sense of gain, happiness, and security in digital consumption services.
