Recently, six departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Commerce, the State Administration for Financial Regulation, the State Administration for Market Regulation, and the National Energy Administration jointly issued a notice to deploy the recommendation work for the National Green Data Center in 2025. This recommendation will be carried out in six fields: industry, information communication, energy, Internet, finance, and public institutions. According to the 2025 National Green Data Center Evaluation Indicator System, a batch of green data centers with high energy efficiency, green and low-carbon, reasonable layout, advanced technology, and sound management, such as intelligent computing centers, general data centers, and supercomputing centers, will be recommended. The recommended data center needs to meet various conditions, such as continuous and stable operation of the entire system for more than 1 year; Meet the requirements of the national plan and layout for green and high-quality development of new infrastructure, and achieve intensive, green, and intelligent construction; Data centers built after 2022 should, in principle, be located within the national integrated computing power network hub and the designated national pilot areas for computing power collaboration; A scale of no less than 3000 standard racks (excluding data centers in public institutions and financial fields), with a shelving rate of no less than 60%, and advanced utilization of computing power resources; Meet the second level or above of the Green Data Center Evaluation, meet the standards for electricity utilization efficiency, server energy efficiency, and renewable energy utilization rate. In addition, data centers need to continue technological transformation and optimization upgrades, establish and implement a green procurement system, provide green public services, carry out green operations and maintenance, which can synergistically drive the improvement of the green and low-carbon development level of the industrial chain and supply chain, and have no illegal or irregular situations in the past three years. Provincial industrial and information technology departments are required to submit their recommended opinions and materials to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) before August 1, 2025.
