Recently, the State Administration for Market Regulation and the Ministry of Industry and Information Technology jointly issued the "Action Plan for the Development of New Quality Productivity in the Metrology Support Industry (2025-2030)" (hereinafter referred to as the "Plan"), aiming to fully leverage the basic guarantee role of metrology in supporting the development of new quality productivity in the industry, promote the integrated development of the "traceability chain, innovation chain, and industry chain", and make metrology a catalyst and engine for promoting the development of new quality productivity in the industry. The "Plan" focuses on 10 key industrial fields, including new generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, quantum technology, integrated circuits, and instrumentation. It systematically sorts out the key common measurement technologies, main research directions, and construction goals that urgently need to be solved in each industrial field, and focuses on solving the full chain measurement problems from cutting-edge technology research and development to industrial application, laying a solid foundation for the high-quality development of the industry. In the field of artificial intelligence, the "Plan" proposes to focus on new technologies such as cluster intelligent perception, artificial intelligence sensing, artificial intelligence big models, and intelligent manufacturing. It aims to conduct research on key technologies and system establishment for measuring and testing artificial intelligence algorithms, as well as research on key performance and system measurement of autonomous unmanned systems. It aims to build a cross disciplinary artificial intelligence measurement and testing platform, enhance the measurement capabilities of artificial intelligence algorithm performance evaluation, model and platform security testing and evaluation, and new intelligent equipment testing and evaluation, promote the establishment of an artificial intelligence risk level testing and evaluation system, and improve the basic guarantee system for measuring and testing in the artificial intelligence industry. The Plan specifies that the State Administration for Market Regulation and the Ministry of Industry and Information Technology will publicly solicit project approval requirements nationwide and establish a database of projects supporting the development of new quality productivity in the metrology industry. A number of key projects will be organized around major metrology needs, and collaborative research will be conducted with key units to effectively solve key metrology problems in industrial development and accelerate the rapid transformation of project results into actual productivity.
