The budget also plans to reform relevant rules such as agricultural subsidies and economic development subsidies. European Commission President von der Leyen said that this is a "new era budget", which is more strategic and flexible. She also stated that the budget will adjust the way the EU raises funds while maintaining the basic level of funding from member states. According to the relevant procedures of the European Union, the budget proposal needs to be unanimously agreed upon by 27 member states and approved by the European Parliament before it can be implemented. Some analysts believe that the final implementation of the budget may face multiple challenges. The EU must seek a balance between multiple priorities and consider the tense trade relations between Europe and the United States.
