Carrying out special governance on uncivilized behavior of non motorized vehicles directly targets the pain points of urban traffic governance, which not only concerns road safety but also reflects the path of urban civilization advancement. Ten types of uncivilized cycling may seem like "small things", but they can lead to "big disasters". Only through special and systematic governance, persistent and long-term efforts, can civilized cycling become a normal scenery in urban transportation. The hazards of ten types of uncivilized cycling behaviors are obvious to all: the "momentary distraction" during cycling photography may lead to collisions with pedestrians; Carrying children in the car basket may seem "convenient to carry", but they face the risk of falling when braking suddenly; Multiple people riding side by side and occupying lanes not only cause congestion, but may also lead to collisions between motor vehicles and non motor vehicles... These behaviors are caused by subjective factors such as weak rule of law awareness and rule of law consciousness among some cyclists, as well as objective factors such as the need to further improve guidance mechanisms and comprehensive governance systems. In this regard, it is necessary to strengthen targeted special governance and also focus on the long term, building a full chain governance system of "prevention, investigation, regulation, and improvement". Strengthening law enforcement deterrence is the first line of defense to curb uncivilized cycling behavior. Special governance needs to focus on key scenarios and precise efforts during critical periods: increase on-site persuasion and punishment for behaviors such as crossing the line and waiting, non-standard parking, etc. in commercial districts and school areas during morning and evening rush hours; Using electronic monitoring to capture behaviors such as cycling, taking photos, and riding under the influence of alcohol, and tracing the illegal subject through license plate recognition, making the cost of illegal activities clearly visible. At the same time, education and warning are mainly given to first-time minor violators, and multiple violations or dangerous behaviors are dealt with strictly in accordance with the law, which not only demonstrates the rigidity of the rules, but also reflects the warmth of law enforcement. Improving infrastructure is the 'physical barrier' to curb uncivilized behavior. We should accelerate the optimization of transportation infrastructure layout, including appropriately widening and isolating non motorized vehicle lanes, setting up physical barriers to prevent motor vehicles from entering; Add standardized non motorized vehicle parking areas around subway entrances and commercial districts, equipped with intelligent guidance signs; Set up a prominent "get off and push" prompt line in front of the pedestrian crossing, and guide behavior norms through environmental design. Technology empowers the governance of uncivilized behavior in non motorized vehicles with "smart assistance". We can learn from the experience of some cities at home and abroad, install AI video analysis equipment on key road sections, automatically identify behaviors such as "multiple people riding side by side" and "pedestrian sidewalk riding", and issue real-time warnings; Encourage relevant enterprises and social organizations to participate in governance. For example, shared bicycle platforms can remind users of civilized riding rules through pop-up apps, install voice prompt devices on vehicles, and automatically issue warnings if behaviors such as "looking down at your phone" are detected during riding. Improve legislation to provide legal protection for the governance of uncivilized cycling behavior. The special and comprehensive management of road traffic is essentially governed by law and requires continuous improvement of legislation as the basis. From June 25th to July 24th, the Beijing Municipal Public Security Bureau, together with relevant units, drafted the "Beijing Non motorized Vehicle Management Regulations (Revised Draft for Public Solicitation of Comments)" and solicited opinions from the public. The provisions related to "traffic safety" directly involve road cycling behavior. The general public should actively participate in this amendment, provide opinions and suggestions on the "draft for soliciting opinions", promote the more scientific and perfect management regulations for non motorized vehicles, and be more conducive to regulating the order of non motorized vehicle traffic. The level of civilization in urban transportation is an important criterion for measuring the level of social governance. The special governance of uncivilized behavior of non motorized vehicles in Beijing this time is not only a restraint on ten types of behavior, but also a positive effort to improve and optimize the relationship between people, vehicles, and roads.
