The State Administration for Market Regulation and the All China Federation of Trade Unions recently jointly issued a notice to carry out pilot work on the special equipment safety worker supervisor system in Liaoning Province, Jiangsu Province, Zhejiang Province, Shandong Province, Shaanxi Province, and Ningxia Hui Autonomous Region. The pilot areas will select no less than 10 units as pilot units based on voluntary principles, taking into account the characteristics of local special equipment users and the operational system of trade union organizations. Special equipment safety worker supervisor refers to frontline employees who have certain work experience and are part-time engaged in special equipment safety supervision work within the special equipment user unit. The notice clarifies the overall purpose, pilot areas, job responsibilities and performance rights of employee supervisors; Request pilot provinces and pilot units to explore and establish a system of employee supervisors based on their local and unit realities, including criteria for selecting employee supervisors, methods of selection, incentive measures, and exit mechanisms. At present, the legal and regulatory system for the supervision of special equipment safety and the protection of trade union organizations in China is becoming increasingly perfect, and the main responsibility for safety of special equipment users is further implemented. However, due to operational errors and minor malfunctions by frontline workers that were not detected and dealt with in a timely manner, injury accidents have occurred from time to time. In the past 10 years, accidents caused by improper management and illegal operations accounted for about 80% of special equipment accidents. Frontline practitioners are the most vulnerable to harm in their daily work, and they are also the group most likely to discover potential problems and hazards in a timely manner. In response, the State Administration for Market Regulation explored the establishment of a special equipment safety worker supervisor system in some special equipment users in Yantai City, Shandong Province in 2024, and achieved good results. The implementation of this pilot work will further enhance employees' safety awareness, fulfill the main responsibility of enterprises, and extract experience and lay a solid foundation for the establishment of a special equipment safety worker supervisor system for special equipment users nationwide in the future.
