Optimizing the performance mechanism of Hong Kong SAR Legislative Council members to better contribute to the country

On the 24th, the Legislative Council of the Hong Kong Special Administrative Region passed two resolutions respectively based on Article 75 of the Basic Law of Hong Kong and the Legislative Council (Powers and Privileges) Ordinance. On the same day, Hong Kong Legislative Council President Andrew Leung met with the media and expressed unanimous support for optimizing the performance mechanism. He is confident that the new system will help legislators fulfill their duties, serve Hong Kong citizens more closely and effectively, and better contribute to the country. These two motions, one is to amend the Rules of Procedure of the Legislative Council in accordance with Article 75 of the Basic Law of Hong Kong, and the other is to authorize any investigation committee appointed under Rule 73 (6B) of the Rules of Procedure of the Legislative Council Supervisory Committee under the Legislative Council (Powers and Privileges) Ordinance to exercise the powers conferred on the Legislative Council Supervisory Committee under Section 9 (1) of the Legislative Council (Powers and Privileges) Ordinance (Chapter 382) to investigate complaints referred to it by the Legislative Council Supervisory Committee from the commencement of the eighth term of the Legislative Council. Liang Junyan said that the "2025 Legislative Council (Powers and Privileges) (Amendment) Ordinance" passed on the 23rd and the two motions passed on the 24th have optimized the performance system of Legislative Council members and the operation of the Legislative Council, which are important milestones for the continuous progress of the parliament. The newly formulated Code of Conduct for Legislative Council Members and related new measures will be implemented on the day of the start of the eighth term of the Legislative Council. He stated that the performance system comprehensively and systematically integrates and optimizes various norms, specifies requirements for the conduct and work performance of legislators, and provides a set of rules for the new generation of legislators to follow when they enter the workforce. Simultaneously enhancing the transparency and efficiency of the parliament, allowing citizens to have a deeper understanding and monitoring of the work of Legislative Council members. Liang Junyan said that all members unanimously hope that after the implementation of the new performance system in the eighth Legislative Council, the operation of the Legislative Council will be more perfect and smooth, and members can better serve the general public.
