Recently, the High People's Court of Jilin Province issued the "Work Measures for Strengthening the Source Governance of Enforcement Review Cases (Trial)" (hereinafter referred to as the "Measures"), which formulated measures from four dimensions: front-end filing identification, mid-range trial and enforcement connection, end of pipe management optimization, and strengthening supporting mechanisms to further reduce enforcement objection review cases, coordinate the effective connection between enforcement implementation and enforcement review, protect the rights and interests of winning parties in a timely manner in accordance with the law, and help effectively solve enforcement difficulties. In the front-end registration and identification stage, the "Measures" standardize and refine the collection of registration materials for execution objection cases, emphasizing the explanation to the parties based on their objection requests and the collection of registration materials. Specific provisions have been made on the materials required to be submitted for the exclusion of execution on the grounds of general real estate and residential properties. For the connection between mid-range trial and execution, the "Measures" clearly stipulate that for accounts directly sealed after "total to total" inquiry, it is necessary to distinguish between specific accounts and specific margin accounts stipulated by law, lift the seal or return the deducted funds, and further verify if the account freeze is not lifted. After comprehensive judgment, execution measures can be directly taken. Further clarify the division of labor for third-party applications to change the applicant for execution, waiting for the court to review the objection to execution, and adding changes to the property preservation of the executed person. At the same time, we will promote the optimization of end of pipe management, establish a coordination mechanism of "integration of legislative, judicial and executive", and a joint judge meeting mechanism, and strengthen the consultation between the filing department, the implementation department, and the review department. In addition, the Measures further stipulates that for the implementation objections raised by the parties and interested parties during the implementation, the resolution work can be carried out before the implementation objection is filed, and the substantive resolution of disputes can be promoted by means of legal interpretation, pre implementation supervision, and pre implementation mediation. For cases with objections to batch execution, typical cases from batch cases can be selected for priority processing and demonstration rulings can be made. After the judgment is made, fully utilize the guiding function of the "first case" judgment, and use measures such as execution and settlement to promote efficient resolution of batch cases.
