Cyberspace Administration of China: Launch a 2-month special action nationwide to "clear and rectify false information released by 'self media'"

In order to continuously and thoroughly rectify the chaos of "self media" publishing false information, further regulate the behavior of "self media" information publishing, and in accordance with the overall arrangement of the "Clear and Honest" series of special actions in 2025, the Cyberspace Administration of China has decided to launch a two month "Clear and Honest · Rectify" self media "publishing false information" special action nationwide from July 24th. 1、 Work objectives: To implement General Secretary Xi Jinping's important ideology on building a strong cyber nation, deeply implement the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee, carry out special actions to concentrate on rectifying the chaos of false information released by "self media", strictly crack down on prominent problems such as malicious speculation and misleading the public, various means of distorting facts, failure to label as false and genuine, and false information in professional fields, supervise website platforms to establish and improve functional mechanisms such as technical identification and discovery, information source labeling, and professional qualification certification, further regulate the operation behavior of "self media", and continue to create a clear cyberspace. 2、 The key special action for rectification focuses on four prominent issues: 1. Malicious speculation that misleads the public. When it comes to hot topics or public figures, impersonating the parties involved, close relatives, etc., fabricating identities through account names, profiles, and other means, speculating on hot topics, and confusing the public. When it comes to major public opinion and emergencies, impersonating informed individuals, fabricating the cause, progress, casualties, etc., creating something out of nothing, and interfering with public opinion. When releasing information in important fields such as finance, military, diplomacy, etc., fabricating so-called "authoritative reports", "first-hand data", "in-depth revelations" and other information, fabricating and misleading knowledge. 2. Various means of distorting facts. Using artificial intelligence to generate synthetic technology, counterfeiting others, or fabricating false information in areas such as social welfare to deceive the public. Fabricating events, fabricating or exaggerating the plot through plot framing, piecing together and editing, etc., to attract attention. Distorting and interpreting policy guidelines and regulatory documents related to public interests, promoting false information such as "imminent cancellation" and "major changes", and creating gimmicks. Picking up old news and events such as social news and policy releases from previous years, covering up key elements such as time, location, and results, and maliciously hyping them up. By utilizing channels such as online black and grey industries, using the method of brushing, hitting, and buying rankings, false information is presented through hot search rankings, and rankings are manipulated. 3. The issue of not labeling as fake or genuine. Failure to label or accurately label the sources of information related to domestic and international current events, public policies, social events, etc. Publish information in the form of "online transmission", "netizen expression", "from the Internet", etc., vaguely mark the source of information, and publish the content without actual basis. Announcing the source of incorrect information or cross referencing between matrix accounts, resulting in the public being unable to trace the true source. Annotated in small font size, concealed location, progress bar obstruction, etc., deliberately weakening the annotation identification. 4. Inaccurate information in professional fields. Not conducting professional qualification certification, or using false or expired certification methods to impersonate financial experts, doctors, lawyers, and other identities. Distorting and interpreting professional content, such as fabricating or tampering with the details of real cases, publishing unverified or obviously contrary to scientific common sense information, distorting historical facts by distorting different historical figures and events. Under the guise of sharing professional knowledge, fabricate homogeneous copy or false stories to attract traffic and promote sales. Publish a tutorial, where the professor creates the persona of an "internet celebrity expert" through methods such as false posing and hype, disrupting the order of communication. 3、 Job requirement 1: Strengthen organizational guidance. Internet information departments in various regions should enhance their political stance, adhere to problem orientation, supervise website platforms to focus on typical issues of false information and various hidden variations in "self media" publishing, draw lessons from the requirements of special action work, improve content review and account management mechanisms, strengthen "self media" education and guidance, and continue to do a good job in discovering and handling illegal content. 2. Establish a sound annotation mechanism. Efforts should be made to optimize the functions of information source annotation and artificial intelligence generated composite content identification, and to provide annotation options in prominent positions of the information publishing process, providing convenience for users to carry out corresponding annotation and identification. Information that is not labeled shall not be included in the algorithm recommendation content pool. 3. Improve qualification certification. According to job requirements, refine and optimize the professional qualification certification process, guide "self media" to carry out professional qualification certification according to requirements, and display qualification certification field, identity and other information to the public on the premise of protecting personal information. Establish a sound dynamic verification mechanism to ensure that the name information, subject qualifications, display information, and actual operational business of "self media" accounts match. 4. Strengthen the handling of violations. Strictly regulate the information release process of "self media" and ensure smooth channels for user complaints and reports. Promptly remind and guide accounts that have not been certified with qualifications or marked with information sources as required for the first time. For accounts that repost and publish false information without verification, measures such as internal message warnings and short-term bans will be taken. For parties involved in counterfeit hot spot incidents who maliciously fabricate false information in key areas such as finance, healthcare, and other serious violations, strict measures such as long-term bans and account closures will be taken. Internet information departments in various regions should strengthen the main responsibility of website platforms, supervise their institutional construction, and prevent the spread of false information through improving negative information lists, profit authorization management, and setting up debunking labels. For websites and platforms with prominent problems, local cyberspace administration departments should take punishment measures in accordance with the law and regulations, and urge the platforms to carry out investigations and rectification.
