Guo Yang, Director of the Social Security Department of the Ministry of Finance, stated that according to the deployment, the central government will establish a joint financial power transfer payment project called "Childcare Subsidy Fund", with a preliminary budget of about 90 billion yuan this year. For the funds required to distribute national basic standard subsidies, the central government provides subsidies to local governments according to a certain proportion, and the central government bears about 90% of the overall burden. Wang Haidong, Director of the Population and Family Department of the National Health Commission, stated that the commission is working with relevant departments to introduce management regulations and fund management measures for the childcare subsidy system. Each region should formulate specific implementation plans based on local conditions. The country and various regions have completed the construction of the parenting subsidy information management system and are conducting full process testing. Organizations in various regions are equipped with working forces to provide professional training for grassroots staff. According to the work plan, various regions will gradually open up the application for childcare subsidies in late August. How is the consideration given to providing childcare subsidies to infants and young children under the age of 3? Can children born before 2025 receive subsidies? Regarding this issue, Wang Haidong introduced that providing childcare subsidies to infants and young children under the age of 3 is mainly based on the fact that 0-3 years old is a critical stage for children's growth and an important period for family upbringing that requires special support. Providing birth support for families with infants and young children under the age of 3 is also an internationally recognized practice. Considering China's development stage and financial situation, the childcare subsidy system covers the stage of raising infants and young children before the age of 3. According to the Implementation Plan for the Parenting Subsidy System, starting from January 1, 2025, subsidies will be provided to infants and young children under the age of 3 who meet the legal requirements for childbirth until they reach the age of 3. At the same time, the recipients of childcare subsidies also include infants and young children under the age of 3 born before January 1, 2025. These infants and young children will receive subsidies calculated based on the number of months they should receive subsidies until they reach the age of 3. That is to say, eligible infants and young children born after January 1, 2022 can receive childcare subsidies. The application for childcare subsidies is based on the family unit, and one applicant is determined by the applying family, who should be one of the parents of the infant or young child, or other guardians in special circumstances. Where can I apply for childcare subsidies? Online parenting subsidies are mainly applied for through the national unified parenting subsidy information management system, and the public can apply online without leaving their homes. A special area for child care subsidy application is set up based on provincial government service platforms, and the application entrance is opened on third-party service platforms such as Alipay and WeChat. The public can conveniently apply for childcare subsidies online through multiple channels using mobile phones, achieving "no need to go out, easy access, and effortless processing". At the same time, offline processing channels and manual services have been reserved. For those who cannot apply online due to special reasons, they can go to the towns and streets where the registered residence of infants is located. You can choose your own processing channel according to your actual situation. What documents are required for application? To facilitate the application process for the public, relevant measures have been taken to streamline the application materials to the greatest extent possible. The parenting subsidy information management system has established an information sharing mechanism with departments such as public security, civil affairs, human resources, and social security to achieve big data comparison and verification. On this basis, we adhere to the principle of "minimum necessity", allowing "data to run away" and minimizing the submission of materials. When applying, only necessary materials such as medical certificates of birth and household registration books to prove the identity and custody relationship of infants and young children need to be submitted.
