Fill the key 'small gap' in manufacturing metrology

Not long ago, the Ministry of Industry and Information Technology issued the first policy document in China's manufacturing metrology field, the "Opinions on Innovative Development of Manufacturing Metrology" (hereinafter referred to as the "Opinions"), which made comprehensive plans around improving the manufacturing metrology capability system and other aspects, marking a new stage of policy guidance and innovation driven manufacturing metrology work in China. Metrology is one of the important technological foundations in the manufacturing industry, deeply integrated into the entire process of product design, research and development, production, testing, and use. Its accuracy and consistency directly affect the efficiency of the entire industry chain, and are of great significance for accelerating the promotion of new industrialization and realizing the strategy of building a strong manufacturing country. Manufacturing metrology is a key "small gap" for the high-quality development of China's manufacturing industry. The Central Committee of the Communist Party of China and the State Council attach great importance to the measurement work in the manufacturing industry. In the "Measurement Development Plan (2021-2035)", a systematic deployment and requirements have been specifically made for the measurement work in the manufacturing industry. In recent years, China's metrology industry has achieved leapfrog development, providing solid technical support for the high-quality development of the manufacturing industry. As of November 2024, China has established a standard system based on 2101 national metrology technical specifications, with 66 industrial metrology testing centers covering key areas such as equipment manufacturing; As of May 2025, 208 national metrological benchmark devices have been built. Measurement, as the "quality cornerstone" and "innovation engine" of the manufacturing industry, is deeply integrating its technological breakthroughs into the entire manufacturing chain, reshaping the core competitiveness of Chinese manufacturing. It should also be noted that there is still a gap between the current measurement level of China's manufacturing industry and the international advanced level. For example, standard updates lag behind technological iterations, key common technologies are controlled by others, high-end instruments and core components rely on imports, international standard discourse power is insufficient, measurement supply and industrial demand are mismatched, and measurement data applications are insufficient. With the accelerated restructuring of the global metrology landscape, developed countries are continuously increasing their investment in metrology technology research and development, seizing the high ground of global competition. In this context, China needs to systematically enhance the metrological innovation capability of the manufacturing industry and effectively solve core problems such as "inability to measure, incomplete measurement, inaccurate measurement, and slow measurement" in the manufacturing industry. Improve the legal and regulatory system for metrology. Promote the revision of relevant laws and supporting regulations, classify and formulate revised metrological technical specifications, establish a coordination mechanism between metrological technical specifications and advanced technology research and standard construction. Promote international mutual recognition and alignment of measurement technical specifications and standards, and increase participation in the formulation and revision of international measurement rules. Establish a dynamic iteration mechanism and proactively deploy a measurement technology specification system for future industries. Comprehensively enhance the basic measurement capabilities. Focusing on the development needs of emerging fields such as quantum, artificial intelligence, new materials, and advanced manufacturing, we will focus on conducting research on key common technologies such as industrial Internet of Things, cross scale measurement, and comprehensive measurement of complex systems. Conduct research and application of online, dynamic, real-time, remote, and multi parameter calibration techniques for working conditions and environments. Focusing on national strategic needs, accelerating breakthroughs in core key components and technologies of high-end instruments and equipment, vigorously enhancing the independent design and manufacturing capabilities of high-end instruments, and developing a batch of high-precision, integrated, and intelligent measuring instruments. Advance planning for the research and development of innovative and cutting-edge reference materials. Strengthen the high-level application of metrology technology in the manufacturing industry. Promote the deep integration of measurement technology into the entire lifecycle of manufacturing industry, accurately formulate application plans through demand analysis, and improve the efficiency of the application and transformation of measurement technology achievements. Establish and improve an advanced metrology calibration service system, encourage metrology institutions to innovate service models, and enhance their adaptability to the industrial ecosystem. Build a national level supply and demand docking platform, improve the innovation mechanism of metrology technology, and strengthen the collaborative support of metrology for the development of new quality productivity. Accelerate the digital transformation of manufacturing metrology. Build a national metrology data center to achieve the integration and sharing of metrology data, strengthen data traceability and security. Conduct research on artificial intelligence measurement testing system and capacity building, and deepen the digital application of measurement in manufacturing industry. Accelerate the construction of digital measurement facilities such as distributed reliable time synchronization technology based on Coordinated Universal Time (UTC), spatiotemporal sensitive networks, and sensor dynamic calibration. Support universities to establish interdisciplinary disciplines in metrology and cultivate digital metrology talents. (New Society)
