Recently, at the 2025 World Conference on Artificial Intelligence and the High Level Conference on Global Governance of Artificial Intelligence, China responded to the expectations of global artificial intelligence governance with a series of practical measures, establishing the Global Artificial Intelligence Innovation Governance Center and advocating for the establishment of the World Artificial Intelligence Cooperation Organization. As an important driving force for the new round of technological and industrial revolutions, artificial intelligence technology has accelerated iteration and ushered in explosive development in recent years. Through the 2025 World Artificial Intelligence Conference, we can see the innovative vitality of artificial intelligence, including the rapid generation of large models that can roam 360 degrees, quadruped robots that can walk stably in complex terrains, and auxiliary diagnostic systems that can quickly analyze patient medical records. The rapid development momentum in fields such as language models, multimodal models, and embodied intelligence can be seen. From intelligent assistants for travel, to the "strongest brain" for factory training, to powerful support for equipment upgrades, artificial intelligence is playing an increasingly important role in production and life. In the future, further integration with the real economy, more efficient and intelligent artificial intelligence will become the fundamental tool for humanity to move towards the era of intelligence. Artificial intelligence brings unprecedented opportunities for development, as well as unprecedented risks and challenges. From the perspective of technology itself, artificial intelligence has opacity, interpretability, and unpredictability. Ensuring that artificial intelligence always conforms to human will and avoids potential risks of losing control is a major issue that must be faced directly at present. From the perspective of technological development and application, artificial intelligence may also have an impact on human life, social governance, and ethics. For example, when large language models process and generate data, it may involve personal privacy; The related technology is maliciously used and may be used to create false information, fraud, etc. To promote benefits and eliminate drawbacks, it is necessary to strengthen technological foresight and judgment, and seek a balance between development and security. The risks and challenges brought by the development and application of artificial intelligence often transcend national borders. Only by strengthening communication and cooperation among countries around the world can we fully tap into the potential of artificial intelligence while ensuring its safety, reliability, controllability, and fairness in development. To make artificial intelligence an international public good that benefits humanity, we should first pay more attention to popularizing and making full use of the existing achievements in the development of artificial intelligence. We must adhere to open sharing and intelligent equality, so that more countries and groups can benefit from it. Secondly, we should pay more attention to innovation cooperation and strive for more breakthrough achievements in artificial intelligence technology. We need to deepen cooperation in basic science and technology research and development, strengthen exchanges between enterprises and talents, and continuously inject new impetus into the development of artificial intelligence. At the same time, more attention should be paid to joint governance to ensure that artificial intelligence ultimately achieves positive results in benefiting humanity. We must adhere to coordinated development and security, strengthen coordination among countries, and promote the early formation of a global governance framework and rules for artificial intelligence with broad consensus. China is both an advocate and an active practitioner in promoting the development of artificial intelligence for the benefit of all. In response to issues such as data security, algorithm discrimination, privacy protection, and intellectual property brought about by artificial intelligence applications, China has gradually established and improved relevant laws, regulations, and institutional systems, accumulating certain governance experience and strategies. In October 2023, China proposed the "Global Artificial Intelligence Governance Initiative", singing the Chinese concept of leading the healthy development of global artificial intelligence and demonstrating the courage and responsibility of a responsible major country. In the era of intelligence, we work together to provide more Chinese solutions for global governance of artificial intelligence and contribute more Chinese wisdom. We share development experience and technology products with the international community, and help countries around the world, especially the "Global South" countries, strengthen capacity building and bridge the digital and intelligent gap by establishing the China ASEAN Artificial Intelligence Innovation Cooperation Center, conducting training in the field of artificial intelligence, implementing the "the Belt and Road" scientific and technological innovation action plan, etc; We deepen cooperation in basic science and technology research and development, continuously injecting new impetus into the development of artificial intelligence. For example, in the field of large-scale models, China has worked together with the international scientific and technological industry to promote the development of artificial intelligence to a higher level through open source and collaboration. Open cooperation is an important way for the international community to address common challenges. From a larger time span, every change in production tools impacts people's inherent experiences and thinking patterns. Every time humans respond to challenges through communication and interaction, and move towards a new stage.
