Heilongjiang Innovative Implementation of Volunteer Service Project for College Students' Judicial Office

With the strong support of the Communist Youth League Heilongjiang Provincial Committee, the Heilongjiang Provincial Department of Justice has innovatively set up job requirements and included the Judicial Office in the local project of the Western Volunteer Service Plan for college students. On July 28th, the first batch of 66 college student volunteers for the Western Plan local project went to 62 township (street) judicial offices. They will use one to three years to root themselves in the grassroots and carry out volunteer services such as people's mediation, legal publicity, and legal aid around key tasks such as grassroots rule of law construction and rural revitalization. Carrying out volunteer service work in judicial offices is a practical measure taken by the Department of Justice of Heilongjiang Province to implement the requirements of the Ministry of Justice's strong grassroots infrastructure deployment, to do practical things for the masses, and to solve problems at the grassroots level. It is of great significance for alleviating the prominent contradiction of "too many things but too few people" in judicial offices, expanding the supply of legal services, and safeguarding the legitimate rights and interests of the masses. To vigorously promote the spirit of volunteer service of "dedication, friendship, mutual assistance, and progress", we are recruiting volunteers widely. In March of this year, the Provincial Department of Justice visited various universities in the province and organized multiple lectures using a combination of online and offline methods. Detailed introductions were given on policy support, recruitment conditions, job requirements, etc. Special training was conducted on ideal and belief education, volunteer spirit cultivation, grassroots judicial administrative business, official documents and news writing, team collaboration, etc., to help college student volunteers adapt to job requirements faster, improve service efficiency, and safely and smoothly go to the front line of grassroots to display their talents and make achievements. After extensive publicity and mobilization, 102 law graduates from 10 universities including Heilongjiang University, Harbin Normal University, and Harbin University of Commerce have registered. After a review process including written exams, interviews, psychological tests, and physical examinations, 66 graduates were selected. College students providing volunteer services at the judicial office will further strengthen the grassroots work force, effectively fill the gap in the professional talent team of the judicial office, fully play the role of professional knowledge in serving the construction of grassroots rule of law, and make volunteer services run through the entire process of conflict resolution, community correction, resettlement assistance, legal publicity, and legal aid, so that more people can enjoy high-quality, convenient, and efficient public legal services. Each judicial office will also become a platform for volunteers to learn, exercise, and grow, guiding and helping volunteers to strengthen their ideals and beliefs, understand social conditions and public opinion, enhance their abilities and skills, and accumulate work experience. When it comes to the original intention of joining the grassroots, the volunteers' words are full of enthusiasm. Liu Yujia, a graduate of the Law School of Harbin Normal University, admitted that due to her hometown being in the mountains of Yunnan, she was inspired by the deeds of Principal Zhang Guimei, a female high school student from Huaping, and her reverence for the law since childhood. She longed to use the bond of law to measure this fertile land that nurtured her parents, and to search for the weighty life echoes of the phrase "go to the place where our country needs it the most" in the fields of Longjiang; Chen Yimeng, a graduate of the Law School of Daqing Normal University, said that she chose to root herself at the grassroots level because she had a passion for the rule of law and a concern for the grassroots. When she stepped out of the campus and saw the urgent need for legal services from the grassroots, she became even more determined to make the law a true weapon for the people to protect their rights; Wang Kunkun, a graduate of the Law School of Heilongjiang University, said that choosing to participate in the Western Plan is an ideal and passionate journey. He hopes to use his legal knowledge to help more people in grassroots judicial offices, and use the power of law to solve problems and uphold fairness and justice for grassroots people. Volunteers have expressed their appreciation for this rare opportunity to gain experience, and will face the challenges with full enthusiasm, firm confidence, and a high sense of responsibility. Devote oneself wholeheartedly to grassroots service by utilizing professional expertise, and consciously strive to become successful through arduous practice. Next, the Provincial Department of Justice will continue to do a good job in caring for volunteers, guiding, helping, and serving volunteers well, so that volunteers can better integrate into the grassroots, serve the grassroots, and contribute to the high-quality development of Longjiang's economy and society with practical actions. At the same time, we will closely cooperate with the Provincial Youth League Committee, focus on the development of border areas and grassroots needs, lead young volunteers from "standing on their posts" to "revitalizing and making achievements", and continuously improve the quality and efficiency of volunteer services. Continuously expanding the influence of the Western Plan, guiding more young students to actively engage in the judicial administration of Longjiang, with lofty aspirations and down-to-earth work, striving to write a youthful chapter of modernization and responsibility for Longjiang in the Chinese style.
