The State Administration for Market Regulation recently issued a notice on the investigation and management of hidden dangers in mobile large-scale amusement facilities (hereinafter referred to as the "Notice"), requiring further strengthening of safety supervision of mobile large-scale amusement facilities and effectively ensuring the safety and health of the people. The Notice requires a comprehensive investigation, and market supervision departments in various regions should actively conduct on-site inspections. For folk activities such as temple fairs held regularly in the local area, they should proactively coordinate with the activity approval department and venue management department to understand the use of amusement facilities in the activity venue. We should strengthen daily inspections and timely grasp the clues of the use of amusement facilities in the corresponding venues for irregularly organized mass gatherings in the local area. The Notice specifies the strengthening of classified control, and for those confirmed to be large-scale amusement facilities, urges the operating and using units to fulfill their safety responsibilities, effectively fulfill their legal obligations such as installation notification, use registration, regular inspection, maintenance, etc., strictly manage the use of safety, and ensure the safe and stable operation of large-scale amusement facilities. For amusement facilities suspected of falsely labeling parameters and evading supervision, coordinate relevant technical institutions to test actual operating parameters, verify and collect evidence one by one, and strictly investigate and punish illegal behaviors such as failure to register for use, failure to conduct inspections, and unlicensed operations in accordance with the law. The Notice emphasizes the emphasis on source control, and establishes a cross regional information sharing and coordinated law enforcement mechanism for large-scale amusement facilities with illegal production, use, and false parameter labeling discovered on site.
