In practice, the Discipline Inspection and Supervision Team of the Beijing Municipal Commission for Discipline Inspection and Supervision stationed in the Municipal Procuratorate actively plays a specialized supervisory role, taking the strengthening of the transfer of problem clues from the procuratorial organs to the discipline inspection and supervision organs as the starting point, promoting the relevant responsible departments to strengthen communication and coordination, and building a long-term mechanism, effectively promoting the integration of disciplinary inspection and supervision and legal supervision forces, procedural compatibility, and work integration. Strengthen precise supervision, consolidate and coordinate the main responsibilities. Focusing on the functional responsibilities of the stationed units, we urge and promote the strict implementation of the "Opinions of the Central Committee of the Communist Party of China on Strengthening the Legal Supervision Work of the Procuratorial Organs in the New Era" by the party groups of the stationed units. In accordance with the requirements of "promoting the organic connection and coordination between the legal supervision of the procuratorial organs and other types of supervision", we fully leverage the advantages of the legal supervision function throughout the entire judicial chain, educate and guide procuratorial personnel to continuously strengthen their awareness of clues, and provide information support for the disciplinary inspection and supervision organs to fulfill their specialized supervision functions. The Discipline Inspection and Supervision Team of the Municipal Procuratorate adheres to a problem oriented approach, taking the issue of the insufficient number of problem clues transferred by the procuratorial organs and the high return rate as one of the important measures to promote the concretization, precision, and normalization of political supervision. Through written suggestions to the party groups of the stationed units, they are required to consolidate their main responsibilities and transmit pressure at all levels, effectively strengthening the review and control of the work of the procuratorial organs transferring problem clues to the discipline inspection and supervision organs. Those who intentionally conceal or delay reporting, causing serious consequences or adverse effects, will be held accountable in accordance with regulations, discipline, and law. At the same time, we will continue to improve the special consultation mechanism, and the disciplinary inspection and supervision team of the procuratorate stationed in the city will regularly communicate and exchange ideas with the party groups of the stationed units, comprehensively grasp the transfer of problem clues, unblock mechanism bottlenecks, summarize work experience, and enhance supervision synergy. Adhere to problem orientation, standardize the transfer path and standards of problem clues. In response to the problems of non-standard and unclear standards in the transfer of problem clues by the procuratorial organs, the disciplinary inspection and supervision team of the municipal procuratorate strictly implements relevant institutional regulations, improves normative guidance, strengthens procedural control, and ensures the smooth coordination and mechanism between legal supervision and specialized supervision. Standardize the transfer path of problem clues, clarify the situation of "changing the transfer path when necessary" in the relevant regulations of problem clue transfer path, and urge the procuratorial organs to strictly follow the principle of "horizontal first, vertical second", that is, the problem clues discovered by the district procuratorate shall be transferred to the district discipline inspection commission and supervision commission at the same level; Transfer the problem clues discovered by the Municipal Procuratorate and its dispatched agencies to the same level Municipal Commission for Discipline Inspection and Supervision; The branch of the Municipal Procuratorate may report to the Municipal Procuratorate and transfer the case to the Municipal Commission for Discipline Inspection and Supervision if there is no corresponding disciplinary inspection and supervision agency at the same level. Standardize the standards for transferring problem clues and provide clear requirements for the quality of problem clues transferred by the procuratorial organs. One is to ensure that the identity of the person being reflected is a party member or public official, that is, the problem clues belong to the scope of supervision responsibilities of the disciplinary inspection and supervision organs. In the case where the identity of the person being reported is unknown, the disciplinary inspection and supervision authorities can be consulted before the transfer to assist in querying and completing the relevant information of the person being reported. The second is to ensure that the problem clues reflect substantive content and are related to the person being reported. The procuratorial organs have no right to verify the clues of suspected violations of discipline and job-related crimes under the jurisdiction of the disciplinary inspection and supervision organs. Although they do not have the obligation to review the authenticity of the relevant content reflected in the clues, they should reasonably ensure that the content reflected in the problem clues is not obviously untrue and is related to the person being reflected, so as to facilitate targeted further verification by the disciplinary inspection and supervision organs after acceptance. The third is to ensure the comprehensiveness and accuracy of problem clues, requiring prosecutors on the front line of business not only to improve their ability to discover and identify problem clues, but also to strengthen their political awareness, discipline and law awareness, and sense of responsibility. They must resolutely prevent situations such as incomplete recording of clue content and incorrect recording of key information, and ensure that the transfer of problem clues not only increases the quantity but also ensures the quality. Ensure smooth coordination and improve the mechanism for handling clues related to reporting and exposing issues. The Guiding Opinions on Further Improving the Handling of Problem Clues put forward clear requirements for "making good use of reporting and exposing problem clues". In response to the problem of multiple links involved in the handling of clues in practice and the unclear positive incentive effect on whistleblowers, the discipline inspection and supervision team of the municipal procuratorate has communicated and exchanged opinions with relevant responsible departments multiple times. Through urging and issuing work reminder letters, strengthening business guidance and other methods, efforts have been made to strengthen the cooperation and coordination between the procuratorial organs and the discipline inspection and supervision organs, fully releasing the effectiveness of supervision and coordination. On the one hand, it is required that prosecutors comprehensively and accurately record the relevant information of whistleblowers, in order to facilitate further confirmation and verification by disciplinary inspection and supervision agencies. On the other hand, coordinating with the disciplinary inspection and supervision agencies and the case supervision and management departments to establish a green channel, in accordance with regulations and laws, for problem clues that need to be prioritized or feedback in a timely manner, they should be clearly marked and specific requirements should be put forward when dividing the clues, so that the review and investigation departments can draw conclusions as soon as possible based on this. The case trial department should promptly fulfill its duties and issue relevant situation determination materials, and after approval, feedback should be given to the judicial or penalty execution agencies.
