Recently, many regions have deployed and arranged their work for the second half of the year. Reporters have found that in the field of real estate, many regions have stated that they will continue to promote the stabilization of the real estate market, while also making urban renewal a key focus of work in the second half of the year. Chen Wenjing, Director of Policy Research at Zhongzhi Research Institute, stated that stabilizing the real estate market is crucial for stabilizing the macro economy. The State Council executive meeting held on June 13th clearly pointed out the need to make greater efforts to promote the real estate market to stop falling and stabilize, providing policy direction for local governments. In addition, the recent Central Urban Work Conference has anchored a new direction for urban development, and the importance of urban renewal has significantly increased. Various regions have actively implemented the spirit of the conference and made efforts to carry out high-quality urban renewal. Since the beginning of this year, various regions have implemented targeted policies to stabilize the real estate market and have achieved positive results. In the first half of the year, the sales area of newly-built commercial housing in Yunnan Province was 9.7847 million square meters, a year-on-year increase of 4.0%. At the same time, inventory continues to be digested, and the turnover cycle of commercial residential properties has been shortened to 19 months, with supply and demand tending towards a reasonable level. According to data from the National Bureau of Statistics, the market transaction volume has improved in the first half of the year. The sales area of newly-built commercial housing in China decreased by 3.5% year-on-year, a decrease of 15.5 percentage points compared to the same period last year, and a decrease of 9.4 percentage points compared to the whole year last year. In this context, many regions have listed consolidating the stable situation of the real estate market as the focus of the next stage of work. The special meeting on promoting consumption held by the Jiangsu Provincial Government on August 5th proposed to continue to promote the stabilization of the real estate market, carry out high-quality urban renewal, increase the supply of "good houses" construction, consolidate and expand the effectiveness of housing ticket placement, and better release housing consumption demand. On July 28th, Huang Yuan, member of the Party Group and Deputy Director of the Department of Housing and Urban Rural Development of Yunnan Province, stated at a press conference on the economic operation of Yunnan Province in the first half of 2025 that the next step will be to "promote the balance of supply and demand in the real estate market, rational structure, stable prices, and healthy development". The analysis meeting on the economic situation of Guangdong Province in the first half of 2025 and the meeting of the Provincial Party Committee's Finance and Economics Committee held on July 17 also called for continuous efforts to promote the stabilization of the real estate market in the second half of the year. Chen Wenjing stated that in terms of activating demand, various regions are expected to increase the placement of housing tickets and housing subsidies for urban village renovation; In terms of optimizing supply, various regions should continue to improve and implement supporting policies for the purchase of idle land and commodity housing through special bonds, and accelerate the pace of collection and storage. In addition, improving the construction standards for "good houses", standardizing capacity calculation rules, and providing greater support in land, finance, and other aspects are also conducive to unleashing demand potential through optimizing supply. As an important lever for promoting high-quality urban development and expanding domestic demand, promoting high-quality urban renewal has also become a key focus of attention for various underground departments in the past six months. On July 20th, Ma Jian, Secretary of the Party Group and Director of the Development and Reform Commission of Henan Province, stated at a press conference held by the Henan Provincial People's Government Information Office that he will deeply implement the deployment of the Central Urban Work Conference, improve the promotion mechanism of the Zhengzhou metropolitan area, implement the three-year action plan for key urban renewal projects, accelerate the construction of urban infrastructure lifeline safety projects, steadily promote the transformation of urban villages and dangerous old houses, and make the city not only high but also warm. The aforementioned meeting held in Guangdong Province also called for the serious implementation of the spirit of the Central Urban Work Conference, promoting high-quality urban development, and steadily advancing the transformation of urban villages and old residential areas. Zhang Bo, the director of 58 Anjuke Research Institute, stated in an interview with reporters that urban renewal is a key carrier for the transformation of old and new real estate, and an important part of promoting the upgrading of housing quality and building a new model for real estate development. By renovating existing housing, such as installing elevators, adapting to aging, and renovating urban villages, measures can be taken to alleviate the pressure of real estate inventory and activate the demand for improved housing. In addition, some provinces have made urban renewal actions an important part of investment promotion efforts. As proposed at the special meeting on investment promotion held by the Jiangsu Provincial Government on July 28th, we will promote urban renewal actions and form more investment increments. The driving effect of urban renewal investment is significant. ”According to Zhang Bo's analysis, the investment for urban renewal in China is expected to reach approximately 2.9 trillion yuan by 2024, driving rapid growth in related industries such as equipment procurement and building materials consumption. In the future, opportunities for urban renewal will continue to increase, such as embedding catering and leisure formats in the renovation of historical and cultural districts. Chen Wenjing stated that in the future, land and financial policies related to urban renewal are expected to gradually follow up and be implemented, providing more support for promoting urban renewal in various regions. On the one hand, local governments should fully utilize and implement national policies, and on the other hand, they need to identify the root cause of urban renewal, release targeted policy benefits, encourage social capital to intervene, and actively explore urban renewal models suitable for local development.
