Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Education, the National Health Commission, the State owned Assets Supervision and Administration Commission of the State Council, the Chinese Academy of Sciences, the State Food and Drug Administration and other seven departments jointly issued the Implementation Opinions on Promoting the Innovative Development of the Brain Computer Interface Industry (hereinafter referred to as the "Opinions"), which determined the "construction drawing" for the development of the brain computer interface industry. Suggestions are put forward to accelerate breakthroughs in the research and development of implantable devices. Increase registration guidance and give priority support to key products such as implantable brain computer interface medical devices. Suggestions for accelerating breakthroughs in the research and development of implantable devices have been put forward. By 2027, breakthroughs will be made in key technologies related to brain computer interfaces, and an advanced technical system, industrial system, and standard system will be initially established. The performance of electrodes, chips, and whole machine products has reached the international advanced level, and brain computer interface products are being rapidly applied in industrial manufacturing, medical health, and consumer life. The industrial scale continues to grow, creating 2 to 3 industrial development clusters and exploring a number of new scenarios, models, and formats. By 2030, the innovation capability of the brain computer interface industry will significantly improve, forming a safe and reliable industrial system, cultivating 2 to 3 globally influential leading enterprises and a group of specialized and innovative small and medium-sized enterprises, building an internationally competitive industrial ecosystem, and entering the forefront of the world in comprehensive strength. Brain computer interface establishes information channels between the brain and machines, achieving collaborative interaction between biological intelligence and machine intelligence, and is a cutting-edge technology for the integrated development of life sciences and information sciences. Currently, innovative achievements in brain computer interfaces continue to emerge, and the industry is accelerating its growth, nurturing disruptive breakthroughs and becoming an important area for the deep integration of technological and industrial innovation. Currently, brain computer interfaces are mainly divided into two categories: implantable and non implantable. Opinions require accelerating breakthroughs in the research and development of implantable devices. Explore new products that integrate high-density neural recording sensors and ultra-low power implantable chips, innovate brain intent recognition functions, and improve control accuracy and response speed. Improve mature products such as unidirectional and bidirectional deep brain stimulators, reactive electrical stimulators, cochlear implants, etc., enhance the accuracy of signal acquisition and functional regulation, and strengthen the effectiveness of neural stimulation. Opinions require promoting the mass production iteration of non implantable devices. Innovate product forms such as forehead mount, ear mount, in ear, hair clip, etc., and promote the development of non implantable products towards lightweight, high-speed, and low-power consumption. Develop integrated brain computer interface products such as helmets, headsets, glasses, and headphones, and support the iterative application and large-scale promotion of non implantable products through integration with existing consumer products. In addition, the opinion also proposes the development of auxiliary equipment. Develop auxiliary physiological signal devices that integrate brain signals with multimodal signals such as electromyography, electrooculography, electrocardiography, and near-infrared to enhance the accuracy of interactive control and sensory evaluation. Developing high-precision surgical robots for implanting brain computer interfaces, breaking through sub micron level precision control and dynamic adjustment technology, and enhancing the ability for precise real-time imaging and 3D reconstruction of regions. In terms of policy support, there are clear opinions to strengthen the research and application demonstration of brain computer interface technology, promote the layout and implementation of a number of major projects, and enhance collaborative research capabilities. Promote increased investment in the National Manufacturing Industry Transformation and Upgrading Fund, the National Small and Medium sized Enterprise Development Fund, etc., implement the "Technology Industry Financial Integration" special project, leverage the role of the national industry finance cooperation platform, and drive more capital investment. Increase registration guidance and give priority support to key products such as implantable brain computer interface medical devices. Make good use of the insurance compensation policies for the first unit (set) and the first batch, and accelerate the industrialization landing. Since the beginning of this year, relevant departments have accelerated the introduction of favorable measures for implantable brain computer interface medical devices. On March 11th, the National Healthcare Security Administration issued the "Guidelines for the Establishment of Pricing Projects for Neurological Medical Services (Trial)", which established pricing items such as fees for invasive brain computer interface insertion and removal; On May 12th, the Zhejiang Provincial Medical Insurance Bureau issued a notice on the publication of medical service price items related to brain computer interfaces, clarifying that the invasive brain computer interface insertion fee is 6580 yuan/time and the removal fee is 3150 yuan/time. Similar prices in Hubei and Jiangsu provinces are also similar. In terms of technology application, in June, the Center for Excellence in Brain Science and Intelligent Technology of the Chinese Academy of Sciences cooperated with Huashan Hospital affiliated to Fudan University and related enterprises to successfully carry out the first prospective clinical trial of implantable brain computer interface in China, which marks that China has become the second country in the world to enter the clinical trial stage in terms of implantable brain computer interface technology after the United States. Regarding these developments, Ni Changmao, Executive Vice General Manager of Wuhan Zhonghua Brain Computer Fusion Technology Development Co., Ltd., believes that clarifying prices will serve as a breakthrough for the application of new technologies and bring about new market growth. Lan Chunquan, Vice President of Huafeng Capital, believes that neuroscience is a typical example of interdisciplinary and multidisciplinary cooperation, which requires the joint efforts of technology developers, clinical institutions, capital, and government to truly promote the incubation and implementation of scientific research results. Related entrepreneurial enterprises need to balance short-term survival needs with long-term innovation goals, avoiding premature weakening of investment in core technology research and development due to financial and market pressures.
