The reporter recently learned from the Ministry of Agriculture and Rural Affairs that since the beginning of this year, in accordance with the deployment and arrangement of the National Seed Industry Supervision and Law Enforcement Year, the Ministry of Agriculture and Rural Affairs has organized major e-commerce platforms in various regions to solidly promote the special rectification work of online seed sales, and has achieved positive results. One is to strictly review the qualifications of seed merchants. Establish and improve the management rules and regulations for seed merchants on major e-commerce platforms, strictly review the production and operation licenses and sales records of merchants, strengthen the qualification review of new online merchants, conduct comprehensive screening of existing merchants, and promptly handle any problems. In the first half of the year, the main platforms reviewed more than 22000 merchants, urged over 7200 merchants to rectify, and closed a batch of non compliant merchants. The second is to standardize the sales behavior of platform merchants. The platform reviews products with frequent complaints and reports, and takes measures such as developing intelligent product recognition software and establishing rules for publishing seed products to regulate seed sales behavior. For products with false advertising, false shipments, etc., merchants are ordered to remove them in a timely manner. In the first half of the year, a total of 190000 seeds were inspected and unqualified seeds were promptly removed from shelves. Thirdly, we will increase the sampling and inspection efforts for seeds sold online. Deploy agricultural and rural departments at all levels to organize supervision and spot checks on online seed sales, conduct ministerial level seed spot checks and testing on more than 50 major e-commerce platforms, and promptly transfer seeds that fail the testing to relevant localities and platforms for verification and disposal. The fourth is to promptly investigate and punish illegal and irregular behaviors. Establish a regular coordination mechanism between provincial regulatory and law enforcement departments and various platforms, and accelerate the verification and handling of complaints, reports, and leads. The relevant platforms respond to the transfer clues in a timely manner, take measures such as freezing the deposit and providing advance compensation to strictly manage and protect the legitimate rights and interests of farmers.
