A group of racehorses from Hong Kong are orderly passing through the horse passage, with cameras above quietly capturing their facial and physical features. In just 2 to 3 seconds, the Guangzhou Customs' "Horse Face Intelligent Recognition" system can automatically analyze and compare, completing identity verification. This is a scene seen by reporters on the 28th at the Conghua Racecourse of the Hong Kong Jockey Club on the banks of the Conghua River in Guangzhou. Zhang Zhenya, director of the Conghua Customs Office in the racecourse, introduced that in the past, after cross-border horses arrived at Conghua racecourse, customs officers had to verify the identity information of each incoming horse and take photos of the horse's branding number and other information. Racing horses have a restless temperament, and if they stay on the inspection platform and carriage for a long time, it may trigger stress reactions and pose a risk of personal injury. To solve this problem, Guangzhou Customs actively explores the development of the "Horse Face Intelligent Recognition" system. By building a biometric database of "Horse Face Horse Body Imprint ID Chip ID", cameras are installed above the horse passage to collect multi angle images of the horse from four directions: front, back, left, and right. After multi-level feature extraction, the system automatically compares and can quickly complete accurate identification of the horse, achieving "sensory inspection" during the horse's movement. It can also automatically warn of abnormal situations, with a recognition accuracy of up to 99% and save about 30% of labor costs. Since the normalization of cross-border horse transportation between Guangdong and Hong Kong in August 2018, Guangzhou Customs has cumulatively supervised and ensured the safety and smooth travel of over 40000 horses between the two regions. With the improvement of customs clearance efficiency, the frequency of horse transportation at Conghua Racecourse has increased from the initial weekly "one in and one out" to "three in and three out", and the total transportation time for inbound horses has been reduced from the initial 7 hours to around 4.5 hours. In the first seven months of this year, Guangzhou Customs supervised a total of 5927 imported and exported horses, a year-on-year increase of 28.6%. The Outline Development Plan for the Guangdong Hong Kong Macao Greater Bay Area clearly proposes to promote the development of horse sports and related industries, and strengthen cooperation between Hong Kong and the mainland in the inspection, quarantine, and customs clearance of horses, forage and feed, veterinary drugs, and biological products. In recent years, Guangzhou Customs has promoted the strengthening of the connection of rules and mechanisms in the Greater Bay Area, continued to deepen the construction of smart customs and the "Smart Customs Strong Country" action, strengthened the application of technology, and focused on optimizing the "smart upgrade" of cross-border transportation horse racing supervision. Zhao Qiong, Deputy Director of Conghua Customs, stated that efforts will continue to be made to strengthen the connection of rules and mechanisms in the Greater Bay Area, explore and study measures to facilitate competition supervision, comprehensively and fully enhance regulatory efficiency and service levels, and help the Guangdong Hong Kong Macao Greater Bay Area build a high-level world-class horse industry economic circle.
