Better cultivate growth points for cultural and tourism consumption

According to data from the Ministry of Culture and Tourism, in the first half of this year, the number of domestic residents traveling reached 3.285 billion, a year-on-year increase of 20.6%, and travel expenses amounted to 3.15 trillion yuan, a year-on-year increase of 15.2%. Cultural and tourism consumption is an important factor affecting China's economic growth, a new consumption growth point and driving force, and an important support for expanding domestic demand. Currently, with the continuous upgrading and changes in the demand structure of residents' cultural and tourism consumption, the supply structure is facing the task of adjustment and optimization, and effective supply is needed to support consumption expansion. In January of this year, the General Office of the State Council issued the "Several Measures for Further Cultivating New Growth Points and Prosperous Culture and Tourism Consumption", proposing to give full play to the role of cultural empowerment and tourism driving, deepen the "cultural tourism+hundred industries" and "hundred industries+cultural tourism", enhance product supply capacity, enrich consumer formats and scenarios, better meet the diverse, multi-level and multi-faceted spiritual and cultural needs of the people, and enhance their sense of cultural gain and happiness. The process of upgrading cultural and tourism consumption is an interactive process of supply and demand interaction, mutual influence, and iterative upgrading, aimed at effectively matching supply and creating new demand, aiming to solve prominent problems such as the coexistence of surplus and shortage, and the overflow of a large amount of demand. For some time now, positive results have been achieved in the construction of national cultural and tourism consumption pilot (demonstration) cities, national nighttime cultural and tourism consumption clusters, and national cultural and tourism industry integration development demonstration zones. Innovations in fiscal and financial policies have better promoted the construction, operation, and healthy development of cultural and tourism projects, providing more possibilities for the prosperity of cultural and tourism consumption. However, it should also be noted that there are still some supply-demand mismatches in the cultural and tourism market, which pose certain obstacles to promoting consumption. For example, there is insufficient exploration of regional characteristic advantage factor resources, cultural and tourism industry products show a certain degree of convergence, the utilization of common factor resources with high market recognition is generalized, the response to segmented consumption needs of different age groups is inaccurate and inadequate, the supply of high-quality cultural and tourism products and services is scarce, and the promotion forms are uniform. For example, the coupling between digital technology and cultural and tourism resources needs to be deepened, and the digitization of cultural and tourism products remains at the level of technology application and shallow integration, lacking lasting vitality. In addition, the management and operation of online cultural and tourism platforms are not standardized enough, and some operators who join the platform use information technology to bundle sales or temporarily raise prices during holidays, which damages consumer rights. Better cultivating new growth points in cultural and tourism consumption and deepening the construction of national level nighttime cultural and tourism consumption clusters is an important lever. We can encourage major commercial areas, historical and cultural districts, tourism and leisure districts, key tourist attractions, and cultural and leisure venues to extend their business hours appropriately, optimize the organization and route arrangement of night time public transportation, launch immersive night tourism products with distinct themes, develop a number of night time tourism consumption check-in places, and light up a number of night time consumption scenes. We should also give full play to the positive role of national cultural and tourism consumption pilot (demonstration) cities, encourage and drive the construction of consumption gathering places that integrate various formats such as cultural and creative stores, specialty bookstores, small theaters, and cultural and entertainment venues according to local conditions, guide the transformation of traditional department stores, sports venues, and old factories, and actively create a cultural and tourism consumption atmosphere. Encourage the issuance of annual travel cards and launch discounted packages such as monthly, season, annual, and joint tickets, and distribute consumer vouchers for the benefit of the people. Issue cultural tourism consumption joint bank cards, and provide special discounts, installment payments, and other user benefits to merchants, innovate consumer credit collateral models and credit products. Continuously carry out a series of national cultural and tourism consumption promotion activities, focusing on traditional festivals, statutory holidays, and summer tourism peak seasons, and organize a rich and diverse series of cultural and tourism consumption promotion activities.
