2025-09-02

The reporter learned from the Monetary Authority of the Macau SAR Government (hereinafter referred to as the "Macau Monetary Authority") that with the support of the Ministry of Finance and the Shenzhen Municipal People's Government, Shenzhen will issue the first offshore RMB local government bond in Macau in early September. The expected scale of this bond issuance is 1 billion yuan, and the bond variety is green bonds with the theme of addressing climate change, which are issued to professional investors. The Macau Monetary Authority welcomes Shenzhen's first issuance of local government bonds in Macau. This issuance is another important measure to accelerate the development of Macao bond market, following the issuance of treasury bond by the Ministry of Finance in Macao and the issuance of local government bonds by Guangdong Province in Macao. It fully reflects the high attention and strong support of the central government and Shenzhen City to the development of modern financial industry and the promotion of moderate economic diversification in Macao. Against the backdrop of continuously deepening financial cooperation in the Guangdong Hong Kong Macao Greater Bay Area, Shenzhen has issued offshore RMB local government bonds in Macau for the first time, which is an innovative breakthrough in cross-border financial cooperation between Shenzhen and Macau and another important milestone in the development of Macau's bond market. This issuance will help further enrich the variety of Macau's bond market, encourage more issuers to issue green bonds in Macau, and reflect the joint efforts of Shenzhen and Macau to promote the coordinated development of green and sustainable sectors in the Greater Bay Area.
