On September 1st, the new national standard for electric bicycles, "Safety Technical Specifications for Electric Bicycles" (GB 17761-2024), was officially implemented. Compared to the previous version, the new national standard released this time has undergone many changes in the technical specifications for electric bicycles. For example, the fire and flame retardant requirements for non-metallic materials have been strengthened, the tamper proof requirements for battery packs, controllers, and speed limiters have been improved, the braking performance requirements have been enhanced, and it has been clarified that the total mass of plastic used in electric bicycles should not exceed 5.5% of the total vehicle mass. Electric bicycles are required to have Beidou positioning, communication, and dynamic safety monitoring functions. The above changes can be expressed in layman's terms, namely strict speed limit of 25 kilometers per hour for electric bicycles, reduction of fire hazards and hazards, improvement of battery safety, effective prevention of illegal modification, and so on. The safety technical specifications required by the new national standard have only one purpose, which is to ensure the maximum safety of the vehicle itself. In recent years, electric bicycle safety accidents have become common in various media outlets. For the general public, electric bicycles are an important means of transportation that facilitates the "last mile" of daily travel. According to the relevant person in charge of the Ministry of Industry and Information Technology, the current social ownership of electric bicycles in China is about 380 million. Each province has already mastered the basic number of old electric bicycles, among which Shandong, Henan, Jiangsu, and Sichuan have over 30 million ownership, and 14 provinces have over 10 million ownership. By adding a Beidou module communication module to achieve the above functions, it is possible to effectively monitor the vehicle's driving status and data such as battery temperature and voltage. Once an abnormality occurs, consumers will receive a prompt, which helps to eliminate potential accidents in a timely manner. More importantly, the installation of the Beidou module will enable real-time monitoring of the speed of electric bicycles. Electric bicycles must be registered with real names. The data of obvious speeding will be sent to the corresponding information management platform, which will effectively curb illegal modification behaviors such as lifting the speed limit of electric bicycles. Prior to this, the Ministry of Industry and Information Technology clarified in its Q&A regarding the main technical content of the new national standard that electric bicycles used for commercial purposes such as urban logistics and leasing must be equipped with Beidou modules, while consumers of other ordinary household electric bicycles can choose on their own.
