The Ministry of Industry and Information Technology and the State Administration for Market Regulation recently issued the "Action Plan for Stable Growth of Electronic Information Manufacturing Industry from 2025 to 2026" (hereinafter referred to as the "Action Plan"), proposing the main expected goals from 2025 to 2026, which are to achieve an average growth rate of around 7% in the added value of large-scale computer, communication, and other electronic equipment manufacturing industries, and to achieve an average annual revenue growth rate of over 5% in the electronic information manufacturing industry after adding related fields such as lithium batteries, photovoltaics, and component manufacturing. By 2026, it is expected to maintain the top position in revenue scale and export ratio among 41 industrial categories. The electronic information manufacturing industry is a strategic, fundamental, and leading industry of the national economy, and a key area for stabilizing industrial economic growth and maintaining national political and economic security. The Action Plan also proposes that by 2026, the revenue of the electronic information manufacturing industry in five provinces will exceed one trillion yuan, the scale of the server industry will exceed 400 billion yuan, the domestic market penetration rate of 75 inch and above color televisions will exceed 40%, and personal computers and mobile phones will move towards intelligence and high-end. Based on the above goals, the Action Plan aims to promote industrial transformation and upgrading, deepen the construction of a high-quality supply system; Promote smooth economic circulation in domestic and international markets, and tap into the potential demand; Promote the integration of technological innovation and industrial innovation, and refine 16 specific measures in three aspects to build a modern industrial system. For example, in promoting the integration of technological innovation and industrial innovation, and building a modern industrial system, the "Action Plan" proposes to intensify efforts to promote large-scale equipment updates, major engineering and project construction in the electronic information manufacturing industry, fully leverage the driving force of major projects, and promote the high-end, intelligent and green development of the industry. Give full play to the guiding role of industry funds such as the National Integrated Circuit Industry Investment Fund, Manufacturing Industry Transformation and Upgrading Fund, and National Small and Medium sized Enterprise Development Fund, and the role of the National Industry Finance Cooperation Platform as a financing link for enterprises. Implement the "Technology Industry Financial Integration" special project to guide patient and intelligent capital investment in early, small, long-term, and hard technology. The "Outlook for the Development of China's Electronic Information Manufacturing Industry in 2025" previously released by the China Academy of Electronic Information Industry Development Research believes that under the strong promotion of incremental policies, the electronic information manufacturing industry will continue to maintain a stable growth trend. With the accelerated emergence of new technologies and hotspots, the trend of high-end and intelligent development in the electronic information manufacturing industry will become increasingly evident. The optimization and upgrading of the industrial structure will drive the industrial chain to extend towards higher value-added links. The relevant deployment seizes the opportunity of market recovery and accelerates the innovation and upgrading of consumer electronics products. At the same time, the electronic information manufacturing industry is a capital and technology intensive industry with high financing demand and long return cycles.
