Recently, the Education Department of Shandong Province and six other departments jointly launched the "Implementation Opinions on the Ten Actions of Artificial Intelligence Education in Primary and Secondary Schools", focusing on the basic education stage. From the implementation of the curriculum system foundation building action, teaching mode innovation action, teacher team support action, teaching and research ecological optimization action, facility configuration improvement action, and other 10 aspects, a systematic deployment has been made to promote high-quality artificial intelligence education. After 3 to 5 years of effort, Shandong plans to achieve five major breakthroughs in artificial intelligence education in primary and secondary schools: the curriculum system will be fully integrated, and the general course offering rate for artificial intelligence education in primary and secondary schools will reach 100%; The teaching form has undergone a profound transformation, with a 100% mastery rate of teacher generated AI tools and a comprehensive coverage of AI laboratories with distinct functional features; Universal sharing of resource supply, dynamic updates of over 1000 hours of provincial quality courses, layout of around 100 regional AI education experience centers, and 100% sharing of high-quality resources in rural schools; Significant improvement in talent literacy, training around 100 outstanding teachers and 2000 backbone teachers in artificial intelligence at the provincial level, and establishing a comprehensive database of artificial intelligence education experts at the provincial, municipal, and county levels; The governance mechanism is secure and trustworthy, the campus AI security protection and data protection are scientifically and effectively implemented, and around 200 primary and secondary schools have been established as leading schools for artificial intelligence applications. It is reported that the "Ten Actions" of artificial intelligence education in primary and secondary schools in Shandong mainly reflect systematicity, innovation, and Shandong characteristics. The "Ten Actions" cover 10 aspects such as curriculum construction, teaching innovation, and teacher support, forming a complete closed-loop system. The development of curriculum guidelines, the establishment of provincial AI education chief information officers, and the promotion of a new paradigm of "intelligent diagnosis+data evidence-based+human-machine collaboration" in teaching and research demonstrate innovation. At the same time, leveraging the advantages of Shandong's "Top Ten" industries, promoting the linkage between artificial intelligence education and industry enterprises, and laying out the construction of regional artificial intelligence education experience centers.
