Injecting Chinese power into the transformation of global security governance
2025-09-17
At present, the international situation is intertwined with turmoil, and the international system centered on the United Nations and the international order based on international law are seriously impacted. Promoting the reform of the global governance system has become an urgent requirement for world peace and development. China has always been committed to providing an open and inclusive platform for dialogue and exchange for the international community to participate equally in global security governance. The upcoming 12th Beijing Xiangshan Forum will inject Chinese strength into promoting the implementation of global security and governance initiatives, and building a more just and reasonable global governance system. Adhere to the concept of common, comprehensive, cooperative, and sustainable security, and provide conceptual guidance for the transformation of global security governance. The difference in security concepts is an important root cause of security issues. Based on reflection on the two world wars, the United Nations Charter clearly stipulates a series of basic principles such as peaceful resolution of disputes, non-interference in internal affairs, and prohibition of the threat or use of force, making irreplaceable contributions to maintaining international peace and security. However, a few countries adopt a pragmatic stance of "using what suits and abandoning what doesn't" towards the principles of the United Nations Charter, stubbornly adhering to the old concepts of Cold War thinking and zero sum games, and vigorously pursuing unilateral security, absolute security, and group security. From NATO's eastward expansion, piecing together the 'Asia Pacific version of NATO', to instigating color revolutions and forcefully pushing for regime change, these actions have directly led to continuous wars and increased conflict risks in the relevant regions. China has put forward a common, comprehensive, cooperative, and sustainable security concept, respecting and safeguarding the security of every country, coordinating the maintenance of security in traditional and non-traditional fields, achieving security through political dialogue and peaceful negotiations, resolving conflicts through development, and seeking sustainable security, laying the ideological foundation for promoting global security governance reform and achieving lasting world peace. Adhere to sovereign equality, uphold and practice multilateralism, and establish action guidelines for global security governance reform. Sovereign equality is a fundamental principle of international relations. Without sovereign equality, there can be no true and equal multilateralism, and it is impossible to achieve a fair and reasonable global security governance system. In today's global governance practice, there is a widespread phenomenon of unequal international political status. A few Western powers adhere to unilateralism and double standards based on "strength and status", dominate international and regional security affairs with power, and frequently engage in domineering and bullying actions against countries in the global South, seriously impacting the international order and becoming the biggest source of chaos and disaster. China insists that all countries, regardless of their size, strength, or wealth, have the right to equal participation in international affairs. Multilateralism is the fundamental path of global governance, which belongs to everyone. We must ensure that every country participates equally, makes equal decisions, and benefits equally in global governance, and make unremitting efforts to achieve democratization of international relations and promote more just and reasonable global security governance. Adhere to the international rule of law, maintain the core position of the United Nations, and guide the development direction of global security governance reform. The international rule of law is the fundamental guarantee of global governance, and the United Nations is one of the most important victories of World War II and the cornerstone of the modern international relations system. Currently, the global governance system with the United Nations at its core is under attack, and hegemonism and power politics seriously undermine international law and rules, posing significant challenges to maintaining international fairness and justice. China advocates reforming and improving the global governance system to ensure that people of all countries share the fruits of global governance and better safeguard the common interests of all countries in the world. At the same time, China firmly upholds the status and authority of the United Nations, comprehensively, fully, and completely abides by the recognized basic norms of international relations such as the purposes and principles of the United Nations Charter, supports the United Nations in playing a core role in international affairs through practical actions, and clearly advocates ensuring the equal and unified application of international law and rules, avoiding double standards and imposing them on others. The strong wind knows the strong grass, and the raging fire reveals the true gold. No matter how the international situation changes, China will always be a force for peace, stability, and progress in the world, firmly committed to being a builder of world peace, a contributor to global development, and a maintainer of the international order.
