On the 29th, Hong Kong Chief Executive Carrie Lam chaired the first working meeting of the Northern Metropolis Development Committee, focusing on discussing and guiding the future work direction and strategies of the three working groups to accelerate the development of the Northern Metropolis. The three working groups will start their work as soon as possible and make every effort to promote the accelerated development of Beidu according to the instructions. Li Jiachao stated at the meeting that Beidu has unique geographical advantages, with an area and future population accounting for about one-third of Hong Kong's overall. It is a new engine for Hong Kong's economic development, with huge development potential and economic value, and will create a large number of jobs, enhance personnel income and overall competitiveness of Hong Kong. He said that accelerating the efficient construction of the northern capital is the top priority and strategic focus for Hong Kong's future development. The SAR government must make every effort to seize the development opportunities and promote Hong Kong's economy to move towards a new level of high value-added and high competitiveness. Li Jiachao pointed out that in the past three years, the SAR government has formulated a basic plan for the development of Beidu and accelerated its construction. The main purpose of establishing and personally leading the "Beidu Development Committee" is to enhance the decision-making level of Beidu development, simplify administrative processes, remove barriers and loosen restrictions, break through bottlenecks, achieve safe, cost-effective, and time-saving construction goals with new thinking, and formulate special laws to accelerate Beidu development. Li Jiachao instructed the three working groups at the meeting to hold work meetings as soon as possible, carry out work, report specific work plans to the committee, and develop plans for projects that can be promoted in the short term. In the 2025 Policy Address of the Chief Executive of the Special Administrative Region, it is proposed to establish the "Northern Metropolis Development Committee" with three working groups aimed at strengthening supervision and promoting the comprehensive and accelerated development of the northern metropolitan area. The committee will focus on promoting exclusive legislation for the northern metropolitan area, assisting industrial enterprises to settle in, finalizing the development strategy of the Northern Metropolis University City, and accelerating the approval and implementation of land construction projects. The "North City Development Committee" is chaired by the Chief Executive and consists of three working groups: the Development and Operation Model Design Group, chaired by the Financial Secretary, responsible for designing development and operation models based on the nature and scale of designated development areas in North City; The University Town Planning and Construction Group, chaired by the Chief Secretary for Administration, conducts a specialized study on the development model of Beidu University Town; And the Planning and Development Working Group, chaired by the Deputy Secretary for Finance, is responsible for the full process management from planning to implementation.
