Pilot projects for intelligent connected vehicles and road access inject strong momentum into the digital economy

Recently, the Ministry of Commerce and eight other departments jointly issued the "Guiding Opinions on Vigorously Developing Digital Consumption and Co creating a Better Life in the Digital Age" (hereinafter referred to as the "Guiding Opinions"). In terms of expanding the consumption of digital products, the Guiding Opinions propose to carry out pilot projects for the admission and on road access of intelligent connected vehicles. This deployment not only injects policy momentum into the intelligent transformation of the automotive industry, but also creates a new engine for the development of the digital economy through the two-way linkage between the consumer end and the industry end. Behind the pilot of intelligent connected vehicles is the driving effect of digital consumption on the entire industry chain. Industry insiders told reporters that the pilot will drive the technological iteration and upgrading of upstream and downstream enterprises such as chip design, high-precision maps, and vehicle road collaboration, and it is expected to leverage the comprehensive upgrading of the trillion yuan scale industrial chain. After the pilot implementation of intelligent connected vehicles, it will greatly drive the scale of related digital consumption and create more employment opportunities connecting upstream and downstream industries. The pilot tasks proposed in the "Guiding Opinions" for building a vehicle road cloud ecosystem in 20 cities are rapidly being translated into concrete practice. Guo Shougang, Deputy Director of the Equipment Industry Department of the Ministry of Industry and Information Technology, stated at the press conference of the 2025 World Intelligent Network Conference that the country is accelerating the construction of 20 "vehicle road cloud integration" pilot cities, with a total of more than 35000 kilometers of open testing demonstration roads and over 10000 testing demonstration licenses issued, covering first tier cities, new first tier cities, and core cities in key economic circles. Previously, the first batch of pilot projects jointly determined by the Ministry of Industry and Information Technology and four other departments involved seven cities including Chongqing, Guangzhou, Shenzhen, Shanghai, Beijing, Changsha, and Wuhan. Nine enterprise consortia covered multiple categories of products such as passenger cars, trucks, and buses. Currently, they are entering the stage of product access and practical operation on the road. Some cities have already achieved the normal operation of high-level autonomous vehicles in specific areas. Innovative practices at the local level are showing a trend of differentiated promotion. As the first policy pilot zone for intelligent connected vehicles in China, Beijing is promoting the construction of the 4.0 phase of intelligent connected infrastructure. As of now, Beijing's "dual intelligence" (coordinated development of smart city infrastructure and intelligent connected vehicles) urban construction has accelerated, and the city has achieved continuous coverage of 600 square kilometers of "vehicle road cloud integration" infrastructure, issued more than 1100 test licenses, and accumulated over 45 million kilometers of autonomous driving test mileage. The number of orders for autonomous taxi services from companies such as Apollo Intelligent Technology (Beijing) Co., Ltd. and Beijing Xiaoma Zhixing Technology Co., Ltd. is growing rapidly. Su Guobin, Deputy Director of the Beijing Municipal Bureau of Economy and Information Technology, stated that on the one hand, Beijing continues to promote the construction of a "dual intelligence" city with high standards, focusing on the construction of the 4.0 phase, and continuously promoting the coverage of "vehicle road cloud integration" infrastructure in a larger range and wider area, supporting the large-scale operation of high-level autonomous driving vehicles and the development of assisted driving connected vehicles; On the other hand, Beijing is strengthening its core technology research and development, focusing on key core technologies for intelligent connected vehicles such as automotive grade chips, complex environment perception, and intelligent operating systems. It continues to carry out innovative research and development to enhance its independent and controllable level. The "Chegu" characteristic pilot project in Wuhan Economic Development Zone has also achieved remarkable results. At present, Wuhan Economic and Technological Development Zone has gathered more than 500 intelligent connected vehicle industry chain enterprises such as Dongfeng Yuexiang Technology Co., Ltd., Hubei Yikatong Technology Co., Ltd., and Huali Zhixing (Wuhan) Technology Co., Ltd., and has initially constructed an intelligent connected vehicle industry chain covering software and hardware innovation and service entities such as automotive grade chips, LiDAR, and high-precision ground maps. In the first half of this year, 12 "Cheguzao" new cars were launched in Wuhan Economic Development Zone, with a production of 166000 new energy and intelligent connected vehicles, a year-on-year increase of 58.5%. In addition, cities such as Shenzhen and Chongqing have explored a pilot promotion model of "policy+capital+scenario" in recent years. These pilot projects are gradually forming a pattern of "core city breakthroughs and regional coordinated promotion", accumulating rich practical experience for the implementation of national policies. Compared with the traditional automotive ecosystem, the technological system of intelligent connected vehicles has shifted from single function iteration to a new stage of multi-dimensional integration and innovation, accelerating the reconstruction of industrial ecology. In the perception layer, the multimodal fusion scheme formed by laser radar, millimeter wave radar, and visual sensors greatly improves the accuracy and robustness of environmental perception (reflecting the ability of a system to maintain stable operation when facing changes in internal structure or external environment); The decision-making layer has successfully achieved a key leap from rule driven to scene driven through the collaboration of deep learning algorithms and high-precision maps; The execution layer integrates the wire controlled chassis technology with the domain controller architecture to build a responsive and efficient underlying support system. More importantly, the breakthrough of vehicle road cloud integration technology has freed vehicles from the attribute of isolated operation and made them the core nodes that can dynamically interact in the intelligent transportation network. At the same time, the linear structure of the traditional automotive industry chain is disintegrating, replaced by a networked ecosystem centered around "software defined cars". Host manufacturers are accelerating their transformation from traditional hardware integrators to comprehensive travel service providers; Technology companies leverage their technological advantages such as operating systems, in car chips, and core algorithms to deeply penetrate the core links of the industrial chain; Communication operators and infrastructure providers rely on 5G and V2G technologies to build low latency and highly reliable data transmission channels. This cross disciplinary deep integration has given rise to new business models such as subscription based services, data value monetization, and ecological revenue sharing, which are deeply reconstructing the value chain distribution logic of the automotive industry. China has established a complete industrial chain system covering intelligent cockpit, autonomous driving, networked cloud control, etc; Accumulatively released 88 national and industry standards, accelerated the development of urgently needed standards such as integrated driving assistance systems, and deeply participated in the coordination of international standards and regulations related to autonomous driving. ”Guo Shougang revealed that in the first seven months of this year, the cumulative sales of new passenger cars with combined driving assistance function (L2 level) reached 7.7599 million units, with a penetration rate of 62.58%. The installation volume of 5G and cellular vehicle networking (C-V2X) exceeded 3 million units. Wuxi Action Data Technology Co., Ltd. predicts that by 2030, the market size of intelligent connected vehicles is expected to exceed 5 trillion yuan, becoming a new growth pole for promoting high-quality economic development. Globally, with the advancement of autonomous driving technology and improvement of regulatory environment, the intelligent connected vehicle market is also showing a rapid growth trend. At the policy level, the Ministry of Industry and Information Technology has clearly approved the production access of L3 level vehicle models with conditions. Nine car companies, including China FAW Group Corporation, Shanghai Automotive Group Co., Ltd., and Guangzhou Automotive Group Co., Ltd., have become the first pilot projects to shift the focus of industry technology competition from L2 level to L3 level. Zhang Xiang, a visiting professor at Huanghe University of Science and Technology, told reporters that the pilot deployment of the "Guiding Opinions" is promoting the intelligent connected vehicle industry to leap from "technology research and development" to "scale application". In the future, it is necessary to further improve the cross departmental collaboration mechanism and solve difficult problems such as data sharing and responsibility determination. It can be foreseen that the pilot of intelligent connected vehicles will expand the incremental space of digital consumption, promote the deep transformation of the automotive industry towards intelligence and networking through the integrated development of vehicle, road and cloud, and inject strong impetus into the digital economy.
