Falsifying official projects, exaggerating disaster information, interpreting tragic scripts through online communication, focusing on cracking down on AI fraud by public security, stirring up negative emotions and other chaos

According to the official account of "Nettrust China", online rumors in September mainly focused on public policy, disaster situation, flood situation, social livelihood and other fields, forging policy documents, fabricating sad stories, abusing AI tools to fabricate false disasters, infringing on people's rights and disturbing public order. Cyberspace, public security and other departments are cracking down on spreading rumors and continuing to purify the online environment. Criminals fabricated the "2025 National Salary Subsidy Application Certification Notice" under the guise of "national subsidies" to lure the public into clicking on links and obtaining real name information for fraud. The so-called "China's agriculture, rural areas and farmers" investment and wealth management APP, falsely uses the name of the Ministry of Agriculture and Rural Affairs, forges official documents of the ministry, and uses regular dividends and return of income at maturity as bait to carry out illegal fundraising activities. Some people use the gimmicks of "expanding domestic demand" and "national projects" to release false information such as "obtaining honor certificates and performance subsidies for participating in national projects", seriously infringing on the property safety of the masses. In September, there were many rumors related to floods and disasters. Some self media outlets have released information stating that Guangdong may experience the largest typhoon disaster in human history, exaggerating the facts and creating panic. According to data from the Central Meteorological Observatory, 'Huajiasha' is far from reaching the level of 'strongest typhoon in history'. As Typhoon Huajiasha approaches the coastal areas of Guangdong, multiple pictures of so-called "cow sculptures tied up in front of the Shenzhen Stock Exchange" and "vehicles tied up in various ways" have appeared on social media, all of which have been confirmed to be AI synthesized. During the regional rainstorm weather in Henan, several accounts published the content of "heavy rainstorm hit Zhengzhou on September 16, worse than 7.20", which was really a fake video created by AI technology. Rumors of tragic stories also occur from time to time. There are self media outlets planning to shoot a video titled 'Daliangshan Girl Returns to Family after 24 Years of Abduction' to attract attention and traffic. There is also a fabricated plot of a Chinese woman marrying into a foreign slum and seeking help to return home, using emotional scenes to attract netizens and gain attention. These behaviors deceive netizens' emotions and exaggerate negative feelings. The Cyberspace Administration of China recently deployed a special action called "Clearing up and Rectifying Malicious Provoking of Negative Emotions", focusing on addressing issues such as inciting extreme opposition among groups, promoting panic and anxiety, inciting online violence, and excessively exaggerating negative and pessimistic emotions. At the same time, the Cyberspace Department investigated and dealt with the cases of the above platforms' destruction of the network ecology in accordance with the law for the failure to implement the main responsibility of information content management on Weibo, Kwai, Today's Toutiao, UC and other platforms. The public security organs have cracked down on illegal activities of spreading rumors in accordance with the law. Those who fabricate false projects in the name of the official and spread rumors such as "Daliangshan girl returned to her family after being abducted for 24 years" and "Chinese woman married into a foreign slum and sought help to return home" have been punished according to the law.
