Optimizing policies in multiple regions to promote the release of housing demand and advance the construction of "good houses"

October is the traditional peak season for real estate transactions. Since the beginning of this month, more than 20 cities across the country have launched support measures, focusing on optimizing housing provident fund policies, promoting the construction of "good houses", and issuing housing subsidies, to help release housing demand during the "Silver Ten" period and further promote the stable and healthy development of the real estate market. In terms of optimizing housing provident fund policies, supporting the "commercial to public" conversion of housing loans has become a key focus of policy efforts in many regions. For example, the Implementation Plan for the Special Action to Boost Consumption in Guangzhou, released by the General Office of the Guangzhou Municipal People's Government on October 21, proposes to continuously optimize the policy of using housing provident fund, support depositors to apply for housing provident fund personal housing loans while withdrawing housing provident fund to pay the down payment for purchasing a house, further optimize the policy measures for extracting rental housing, and implement the conversion of commercial personal housing loans to housing provident fund personal housing loans. On October 15th, the Chengdu Housing Provident Fund Management Committee released the "Chengdu Commercial Personal Housing Loan to Housing Provident Fund Personal Housing Loan Management Measures (Revised)", further expanding the scope of benefits of the "commercial to public" policy, and clarifying that eligible non local depositors can also apply for "commercial to public" loan services. In addition, in the context of building a new pattern of high-quality development in the real estate industry, the construction of "good houses" has also become an important policy direction in various regions. On October 24th, the Natural Resources and Planning Bureau and the Housing and Urban Rural Development Bureau of Haikou City released the "Several Measures to Optimize the Planning, Construction and Management of 'Good Houses' in our city", proposing 17 measures to encourage the construction of sunken spaces in residential communities, improve the wind and flood prevention capabilities of ancillary public facilities, and encourage the installation of high-quality residential balconies, focusing on solving the problems of single space utilization, insufficient climate adaptability, and incomplete supporting facilities in the current residential planning and management in Haikou, and promoting the improvement of the quality of residential communities. On October 16th, the Qingdao Housing and Urban Rural Development Bureau released the "Qingdao Good House Construction Standard System (Draft for Comments)", which aims to establish a basic standard system framework for the construction of "good houses". Through systematic and scientific technical specifications and policy guidance, it will promote the construction of housing in Qingdao towards higher quality. The relevant person in charge of the Zhongzhi Research Institute believes that in the future, policies such as construction standards for "good houses" and standardized capacity rules in various regions are expected to accelerate improvement, stimulate the release of demand for improved housing through the increase in high-quality housing supply. In addition, in order to support residents' reasonable housing needs and boost the vitality of the consumer market, various regions actively provide housing purchase subsidies. For example, in Hangzhou, Xiaoshan District, Fuyang District, Lin'an District and other places recently launched the "Purchase+Consumption Coupon" activity, issuing 100000 yuan consumption coupons per set to the activity objects who purchase residential properties participating in the new commercial housing project within the prescribed period. Taking effective measures to consolidate the stability of the real estate market and stop its decline remains a task that all regions must adhere to in the fourth quarter, especially based on the principle of 'one city, one policy', to implement and digest policies more accurately. ”Yan Yuejin, Vice President of Shanghai E-house Real Estate Research Institute, stated that from a general perspective, the positive trend of the real estate market remains unchanged.
