Multiple regions release construction standards for 'good houses' to improve living quality according to local conditions

On October 29th, the Ministry of Housing and Urban Rural Development held a party member and cadre conference to study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, and to study and deploy the implementation work. The meeting emphasized the promotion of the "four good" construction of good houses, good communities, good neighborhoods, and good urban areas, and the construction of safe, comfortable, green, and intelligent "good houses". 'Good houses' are not only an important focus of policy this year, but also a key link for high-quality development of the real estate industry in the next five years. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development, released on October 28th, proposes to build safe, comfortable, green, and smart "good houses", implement projects to improve housing quality and actions to enhance property service quality. According to relevant personnel from the Zhongzhi Research Institute, the Ministry of Housing and Urban Rural Development previously proposed to promote the construction of "good houses" through five aspects: good standards, good design, good materials, good construction, and good operation and maintenance. It also sorted out the requirements of residents for "good houses" and summarized them as "6633", which includes "six don'ts", "six preventions", "three provinces", and "three requirements". It has also formed an operation manual to provide guidance for the construction of "good houses". From the perspective of local policies, many provinces and cities across the country have also successively introduced policies related to "good houses". From the construction standards for "good houses" introduced in various regions, "adapting to local conditions" is undoubtedly the most prominent feature. For example, the "Work Guidelines for Promoting the Construction of 'Good Houses' in Guangzhou (Trial)" (hereinafter referred to as the "Work Guidelines") released by the Guangzhou Housing and Urban Rural Development Bureau not only systematically responds to the common pain points of current residential areas, but also combines forward-looking thinking with the local climate characteristics, automatic rescue devices, and technological development in Guangzhou. Zhang Bo, the director of 58 Anjuke Research Institute, told reporters that if the "Work Guidelines" build a continuous walking system through characteristic spaces such as arcades and wind and rain corridors, and integrate intelligent lighting, environmental monitoring and other technologies, it is clearly different from the regional standards that focus on warmth in northern cities. Therefore, "building digital homes and IoT systems" emphasizes the full scenario implementation of equipment, including the requirement to set up water and air quality monitoring equipment, and achieve linkage regulation with fresh air systems and air conditioning, forming a closed-loop management of a healthy environment. Unified management of household devices through intelligent gateways, and reserved data interfaces for docking with government and property service platforms, to achieve more efficient data-driven management. Overall, the construction standards for "good houses" introduced by many regions this year not only fully focus on safety and green bottom line standards, but also combine regional characteristics to innovate and meet personalized needs. Cao Jingjing, General Manager of the Index Research Department of Zhongzhi Research Institute, stated that from local practices, on the one hand, local standards are more refined and in line with the characteristics of adapting to local conditions; On the other hand, various regions have generally relaxed the capacity calculation rules for public spaces such as balconies and elevated floors, thereby improving space utilization. The reporter found that from the first requirement of building "good houses" in the 2025 Government Work Report to the official implementation of the "Residential Project Standards" in May this year, which set the benchmark for housing quality construction, at least ten cities such as Guiyang, Xi'an, and Shenyang have already introduced relevant policies for building "good houses". This marks that the real estate industry is orderly promoting the upgrading of housing quality with 'good houses' as the anchor point. ”Zhang Bo stated that the gradual implementation of "good housing" policies in various regions is not only a positive response to changes in market supply and demand, but also an active layout to promote high-quality development of the real estate industry. The "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting High quality Urban Development" released in August requires the systematic promotion of "good houses" and the construction of complete communities. It is expected that the subsequent urban renewal will be deeply integrated with the construction of "good houses", that is, abandoning "large-scale demolition and construction" and turning to "diversified renewal".
