According to Huang Wei, Deputy Director of the Legislative Affairs Commission of the Standing Committee of the National People's Congress, on September 12, 2025, the 17th meeting of the Standing Committee of the National People's Congress passed the "Law of the People's Republic of China on the Promotion and Education of the Rule of Law" with a high vote, which will come into effect on November 1, 2025. The implementation of the Law on the Promotion and Education of the Rule of Law will promote and guarantee the work of upholding integrity, innovation, improving quality and efficiency, and promoting comprehensive development through the rule of law. According to Vice Minister of Justice Hu Weilie, the Law on Rule of Law Propaganda and Education has made systematic institutional arrangements for various entities to fulfill their legal responsibilities based on the successful experiences of "whoever enforces the law popularizes the law", "whoever manages popularizes the law", and "whoever serves popularizes the law", further consolidating the responsibilities of all parties. Firstly, it is necessary to strengthen the legal responsibility of state organs. State organs are the makers and implementers of national laws, and also shoulder the important responsibility of carrying out legal publicity and education. The Law on the Promotion and Education of the Rule of Law stipulates that state organs shall implement a legal popularization responsibility system in accordance with the spirit of "whoever enforces the law shall popularize the law", and clarify the legal popularization responsibilities of the main body of law and regulation formulation, administrative organs, supervisory organs, judicial organs, procuratorial organs, etc. Specific requirements have been put forward for relevant departments to focus on key areas and target key groups in the promotion and education of the rule of law. These regulations have important regulatory and promotional roles for state organs to fulfill their responsibilities of promoting and educating on the rule of law. Secondly, the legal responsibilities of other entities such as mass organizations have been clarified. According to the Law on the Promotion and Education of the Rule of Law, mass organizations should carry out legal publicity and education within their respective responsibilities; Industry associations, chambers of commerce, and other organizations should strengthen legal publicity and education for their members, and enhance the level of legal governance in the industry; News media and internet service providers should fulfill their responsibility for public welfare legal education and carry out public welfare legal publicity and education. At the same time, encourage and support enterprises, other organizations, and individuals to participate in the popularization of the law for all. These regulations are conducive to promoting the formation of a collaborative and participatory legal publicity and education pattern among all parties. The third is to strengthen the supervision and accountability of the implementation of the legal responsibility system. According to the Law on the Promotion and Education of the Rule of Law, as the competent department, judicial administrative organs shall promptly issue legal education reminders to departments and units that have not fulfilled their legal publicity and education responsibilities. Relevant departments and units shall take timely improvement measures and provide feedback on relevant situations. At the same time, a chapter on legal responsibility has been specifically established to clarify the boundaries and legal consequences of relevant entities' actions in carrying out legal publicity and education, providing strong guarantees for regulating legal literacy, consolidating legal literacy responsibilities, and maintaining the order of legal literacy work. Hu Weilie stated that the promotion and education of the rule of law is a systematic project, and it is necessary to firmly grasp the "bull's nose" of implementing the responsibility of popularizing law.
